JOB SUMMARY


Engineering Support Services delivers engineering programs and support services to the Public Works and Environmental Services department, including developing the corporate Asset Management strategy for water and wastewater treatment plants, pumping stations, reservoirs and facilities, capital project management services (facility and network), lifecycle performance optimization, energy efficiency and energy management initiatives, and efficiency improvements for water, wastewater, stormwater and solid waste programs.

You are responsible for managing total project delivery for projects oriented towards special studies, inspection, or service contracts with a focus on condition assessment, renewal or rehabilitation  of facilities, linear networks physical infrastructure assets.  The assigned work encompasses a broad range of studies, reports and projects that may typically be routine in nature, or specific in scope and of short duration. 

Facilities may include:

  • For drinking water and waste water: Treatment plants, pumping stations, tanks, structure and force mains assets and related components such as pumps, valves and meters.
  • For solid waste: Landfill site(s) processes or transfer station assets

 

Linear Networks may include:

  • For drinking water and waste water: large diameter water mains, sanitary, storm sewers and collectors and related components such as chamber, valves and meters.
  • For surface water: storm ponds, open channel drainage systems

 

You: provide technical expertise and knowledge of the operational needs of the departmental clients through all phases of project delivery/lifecycle; participate in project identification/scoping, prioritization, planning and risk management; initiate/organize condition assessments and other studies relating to a project; monitor, track and report on project status; approve all project expenditures; and carry out related duties as assigned.

EDUCATION AND EXPERIENCE


Completion of 4 year university degree in Engineering or Applied Science specializing in one of the following: Mechanical, Electrical or Civil Engineering disciplines (as required for a specific facility or network work unit) 

Minimum of 5 years of related and progressively responsible experience in a municipal engineering environment, in the planning, design, construction and rehabilitation of facilities or network (linear) physical infrastructure, including a minimum of 3 years construction project management experience.

CERTIFICATIONS AND LICENCES

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO) is desirable

KNOWLEDGE

  • Planning, design and construction methods and practices and related federal, provincial and municipal legislation, and municipal engineering standards including legislation, standards, regulations and guidelines pertaining to water quality, potable water, sanitary, wastewater, and storm water services
  • Federal and provincial government legislation and regulatory requirements governing environmental issues and assessments, building/electrical/fire codes, and safety
  • In-depth knowledge of the City’s environmental services infrastructure and system components, including design, construction, operations and performance
  • Principles of project management, including cost containment/control, risk management and reporting 
  • Knowledge of interpersonal techniques applied in project management to initiate/negotiate/control contract changes, negotiate with service providers to obtain deliverables within approved scope limits and to achieve client expectations
  • Processes for developing Requests for Qualifications, Requests for Proposals and the tendering and contracting process, including acceptance, review and selection of bids/tenders 
  • Computer applications including project management/scheduling/cost control software applications, Computer Aided Design (CAD), MS Office Suite, e-mail and use of the Intra-Internet
  • Protocols for preparing reports, briefings and other communiqués and those pertaining to public consultation, and responding to senior management/Councillor inquiries
  • Knowledge of  industry leading construction approaches , materials, processes and practices
  • Confined Space and “working-at-heights” requirements
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers.

  • Possess organizational skills and flexibility to plan, initiate, organize and prioritize own work, and deal effectively with multiple demands, conflicting priorities, pressures and deadlines
  • Able to manage concurrent projects and bring projects to completion on time and within budget
  • Able to foster trust and cooperation to coordinate activities between technical staff, consultants, contractors 
  • Able to identify and analyze and recommend solutions to issues and problems pertaining to assigned projects to mitigate loss/project downtime
  • Able to prepare RFQ’s and RFP’s, review, analyze and recommend acceptance of proposals
  • Able to carry out inspection to resolve project on-site problems and accept/reject contractors’ work
  • Able to perform data analysis, formulate recommendations, and create and maintain reports 
  • Ability to read drawings from existing records or for proposed works 
  • Possess computer literacy in applications such as MS Office Suite, SAP 
  • Possess persuasive and assertive interpersonal and oral/written communication skills 
  • Possess strong documentation, report writing and presentation skills
  • Independent, self-motivated
  • Demonstrate assertive interpersonal and oral/written communication skills 
  • Demonstrate organization and time management skills
