To work in a compulsory certified trade, an individual must possess a valid Certificate of Qualification, be a registered apprentice or possess a valid temporary work permit.  Industry stakeholders rely on the Agency to enforce the provisions of the compulsory certified trades to ensure a level playing field for those who are compliant, and to ensure that work is being performed safely and consumers can trust that individuals working in the compulsory trades are trained and certified.

About Our Opportunity

The Enforcement Officer is independently responsible for ensuring compliance with and enforcement of the Apprenticeship and Trades Qualifications Act, General Regulations, and trade specific regulations within all workplaces in an assigned territory.  As the Enforcement Officer, and member of the Compliance and Enforcement team, you follow the applicable policies and procedures and utilize the compliance and enforcement tools available.  In this role you will be required to become a Special Constable under the Police Act.

This position reports to the Manager of Compliance and Enforcement.

Primary Accountabilities

The Enforcement Officer duties include:

  • conducting scheduled/unscheduled workplace inspections;
  • conducting investigations of complaints and non-compliance;
  • preparing and submitting written reports to the Supervisor regarding compliance activity;
  • providing compliance promotion sessions in workplaces, schools, and the community;
  • providing information and advice to employers, contractors, employees, unions, and the general public; and
  • ensuring compliance by issuing orders, Summary Offense Tickets, Administrative Penalties, and initiating prosecution action when necessary.

Qualifications and Experience

Grade 12 plus completion of a related trade or technical training in an area of specialty plus six years of related experience in business, compliance monitoring, inspection, investigation, interpreting regulations or other regulatory roles, or an acceptable equivalent combination of training and/or experience.

As the successful candidate you must be self-directed, work independently and as a member of a team, and value a diverse and inclusive workplace.  The ability to exercise professional discretion, manage competing interests, and maintain effective stakeholder relationships are critical.  As the successful candidate you must be able to understand, interpret legislation and explain in plain language terms to clients.  You demonstrate proficiency in various computer programs (i.e. Microsoft Office, Outlook) as well as possessing excellent verbal and written communication skills.

As defined under the Police Act you must be eligible for Special Constable status.  A Special Constable may issue Summary Offense Tickets for alleged non-compliance to a regulation or piece of legislation, allowing for the collection of evidence for court proceedings and the prosecution of offenders.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.
