Reporting to the Director, System Support & Safety, the Manager, Logistics, Facilities & Materials Management is responsible for the management, and oversight of all medical equipment and supply inventories, procurement, asset management, and the Facility and Equipment Maintenance Program for MHNL. This is inclusive of inventory and equipment at head office, EMS units and Base/Stations across NL and Labrador. This role works in collaboration with various Departments on Project Management as well as controls the Provincial Narcotics medical supply inventory.

The roles and responsibilities of this role include the following:

  • Demonstrating leadership in people management within the team, including staff planning, recruitment, performance management, training and development, employee relations.
  • Ensure customer/patient service is a priority and has a solid understanding of the system requirements and applies good solid decision-making pertaining to facility and asset management.
  • Demonstrates leadership skills and a high level of technical/operational competence in the areas of inventory, asset management, station facility maintenance, as well as equipment maintenance standards.
  • Develops, monitors and evaluates of Departmental operating budget, budget controls and costs of the Provincial medical supply, medical equipment, medications, narcotics and Provincial Base/Station facilities budgets.
  • Makes decisions in collaboration with leadership which have a direct impact on the organization procedures, cost control measures and increased efficiencies in the areas of procurement of equipment, medical supplies, medication expiry management, Base/Station furnishings and facility asset management.
  • Responsible for the overall management of MHNL facilities which includes but not limited to: leases, lease renewals, leasehold improvements, new facility development, maintenance repair oversight, facility efficiency program plan and associated facility reporting both contractual and company required.
  • Establishes, implements monitors and maintains a company wide supply policy and stock inventory management system inclusive of an inventory warehouse.
  • Works in collaboration with the Operations and System Performance Departments in medical equipment standards, logistics and related decision making.
  • Manages and leads ambulance Base/Station facility repairs which include but are not limited to Station cleaning, painting, lawn/snow maintenance, lighting repairs, and general maintenance, as well as coordinates proper notification and repair with contract vendors or leaseholders as necessary.
  • Responsible for the Preventative Maintenance Program (PM), for all medical equipment in accordance with Accreditation guidelines. 
  • Manages all aspects of inventories relating to ambulances, support vehicles, trailers, medical equipment, radio communication equipment, facility furnishing, equipment and high value assets.
  • Works directly with Department leaders in the development and reviews of Logistics Processes and Procedures and Safe Work Practises (SWP’s).
  • Completes all daily, weekly, monthly, annual reports inclusive of performance management initiatives for the Department.

 Professional Qualifications & Competencies:

  • Post-Secondary education, preferably in the Supply Chain Management, Facility and Asset Management fields or an equivalent combination of education and relevant experience.
  • Minimum 3 years of relevant experience, preferably in an EMS system or healthcare sector.
  • Proven experience and understanding of Medical and Pharmaceutical Equipment.
  • Project Management and accreditation process experience an asset.
  • Proven experience in strategic planning and change management.
  • Proficient use of Microsoft Office Suite especially spreadsheets, word processing and database software. Understands Internet, Intranet, Extranet and client/server architectures.
  • Proven experience with inventory software databases.
  • General to intermediate understanding in the areas of application programming, database, and system design.
  • Thorough understanding of Emergency Medical Services and Medical Transportation methodology.
  • Ability to research, navigate and monitor applicable legislation, and other governing documents.
  • Strong analytical, problem solving and organizational abilities.
  • Sound business judgment and be able to think strategically.
  • Sound interpersonal, presentation, written and verbal communication skills.
  • Ability to work both independently and as part of a team.
  • Knowledge of statistics, data collection and analysis.
  • Ability to create and edit various reports, presentations, and databases.
