Provides the leadership and integration point for Human Resources (HR) Risk as part of the HR Regulatory, Governance and Compliance team and provides assurance that HR Risk is managed in a prudent manner. Develops and monitors a robust HR Risk management framework including a governance framework and practices that is leveraged across BMO to manage HR risk. Provides oversight, monitoring and reporting on HR risk programs.

  • Ensures that there is a disciplined and transparent approach to managing HR Risk across the Bank.
  • Manages the risk management framework for HR Risk and provides independent oversight of risk management and governance activities, programs and processes related to HR Risk.
  • Provides advice and guidance on managing and overseeing HR Risk in alignment with BMO’s Risk Management Framework and related Standards and Methodologies.
  • Develops risk solutions and makes recommendations based on an understanding of risk management and stakeholder needs.
  • Advises on/reviews/challenges HR Risk throughout various enterprise risk management activities, including but not limited to Process, Risk & Control libraries, Process Risk and Control Self-Assessments, Control Monitoring & Testing, COIAA Directive/IAAP Program, Third Party Risk/SEMS program, Enterprise scenarios, development & maintenance of HR Scenarios, Risk Appetite, Key Risk Indicator and similar metrics, Policy Document lifecycle management.
  • Monitors and tracks risk management performance and addresses issues. May assist with treatment of HR Risk in relation to issues and related reporting in other programs.
  • Designs and produces regular and ad-hoc reports and dashboards, including analysis and amalgamation of issues, top & emerging risks, and trends.
  • Assesses HR Risk for Corporate HR, including the quarterly HR Risk (HR as a Governance Function) risk profile.
  • Performs independent assessments of other HR Risk profiles.
  • Engages HR Risk subject matter experts to opine on HR Risk matters, as needed.
  • Updates and maintains the HR Management Corporate Policy. Provides support, advice and guidance in the development of other HR Risk Policy Documents. Maintains existing and develops new guidelines to support the HR governance framework.
  • Participates in the assessment of HR Risk-related education and training, development and delivery of training, development and execution of regulatory administration processes and procedures.
  • Collaborates across BMO to develop communications strategies and ensure consistency of messaging, to positively influence or change behaviour.
  • Leads change management programs of varying scope and type, including readiness assessments, planning, stakeholder management, execution, evaluation and sustainment of initiatives.
  • Provides strategic input into business decisions as a trusted advisor. Makes recommendations to senior leaders on strategy and new initiatives, based on an in-depth understanding of the business/group.
  • Manages the review and sign-off process for relevant regulatory reporting.
  • Influences and negotiates to achieve business objectives.
  • Conducts independent analysis and assessment to resolve strategic issues.
  • Acts as a subject matter expert and leads the interpretation of new or changing regulations and assesses impacts to the governance and/or risk management framework and framework components.
  • Supports development and execution of strategic initiatives in collaboration with internal and external stakeholders.
  • May lead the management and oversight of audits in Corporate HR, includes all Corporate Audits, Shareholder audits, and Regulator exams. Oversight accountabilities include education and training related to audits, tracking and monitoring of deficiencies and testing of completed action plans.
  • Maintains awareness of HR Risk management best practices, processes and industry trends and may conduct internal and external benchmarking specific to HR Risk, assessing BMO’s effectiveness while ensuring appropriate opportunities for improvement are realized.
  • May network with industry contacts to gain competitive insights and best practices.
  • Acts as the prime subject matter expert for internal and external stakeholders. Operates at a group/enterprise-wide level and serves as a specialist resource to senior leaders and stakeholders.
  • May provide specialized support for other internal and external statutory and regulatory requirements (e.g., co-ordination of required Corporate HR notices and attestations, etc.).
  • Breaks down strategic problems, and analyses data and information to provide insights and recommendations.
  • Builds effective relationships with internal/external stakeholders. Ensures alignment between stakeholders.
  • Applies expertise and thinks creatively to address unique or ambiguous situations and to find solutions to problems that can be complex and non-routine.
  • Implements changes in response to shifting trends.
  • May perform 1st LOD program management activities (e.g., business continuity planning).
  • Broader work or accountabilities may be assigned as needed.

Qualifications:

  • Typically 7+ years of relevant risk management experience and/or certification in related field of study or an equivalent combination of education and experience.
  • Seasoned professional with a combination of education, experience and industry knowledge.
  • Verbal & written communication skills - In-depth / Expert.
  • Analytical and problem solving skills - In-depth / Expert.
  • Influence skills - In-depth / Expert.
  • Collaboration & team skills; with a focus on cross-group collaboration - In-depth / Expert.

Salary:
$86,000.00 - $160,000.00

The above represents BMO Financial Group’s pay range and type.

Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked. For commission roles, the salary listed above represents BMO Financial Group’s expected target for the first year in this position.
