Altis Recruitment is seeking a Bilingual Communications Officer for our client in the public sector for a 1-year contract. The Bilingual Communications Officer is responsible for providing strategic communications planning, content development, implementation, and advisory services in support of the Agency’s programs and initiatives. This role supports management and staff by developing clear, consistent, and engaging bilingual communications materials, ensuring alignment with corporate objectives and public engagement goals.

Please Note: This role is hybrid, 2 days a week in office and may increase in January 2025. 

Roles and Responsibilities

  • Develop, implement, and evaluate comprehensive bilingual communication plans to support organizational goals and stakeholder engagement.
  • Provide expert communication advice and consultation services to management and staff on strategies, products, and messaging to ensure clarity, accuracy, and consistency in both official languages.
  • Monitor, analyze, and report on media coverage, public issues, and emerging trends related to education and assessment.
  • Write, edit, and produce bilingual communications materials, including newsletters, brochures, infographics, one-pagers, stakeholder communications, media releases, and educational materials.
  • Contribute to website content strategy, ensuring content is accessible, relevant, and aligned with organizational messaging.
  • Collaborate with internal teams to translate complex information into clear, audience-friendly materials.
  • Lead and coordinate assigned communication projects and campaigns from concept to completion.
  • Manage timelines, deliverables, and production schedules to ensure high-quality outputs within deadlines.
  • Liaise with internal and external partners, designers, and vendors to produce communication materials.
  • Conduct research to support communication planning and assess effectiveness of strategies and products.
  • Analyze performance indicators and communication analytics to inform recommendations and continuous improvement.
  • Utilize internet systems, content management systems, and software tools (Word, Excel, PowerPoint, and design or social media tools) to develop and publish bilingual digital content.
  • Support the creation of new media content for digital and social platforms to enhance engagement.


Qualifications and Skills

  • Superior written and verbal proficiency in both English and French.
  • Minimum 3–5 years of experience in bilingual corporate communications, public relations, or a similar function within a government, education, or public sector environment.
  • Proven project management and organizational skills, with the ability to manage multiple priorities simultaneously.
  • Excellent research, analytical, and problem-solving skills.
  • Proficiency in digital tools and software applications (MS Office, CMS platforms, and analytics tools).
