Our Federal Government client is facing a critical challenge due to a temporary surge in workload and the poor state of its data, which prevents leadership from making data-driven decisions. A consultant will be engaged to clean, organize, and prepare the data so it can effectively support leadership in planning and decision-making

Roles and Responsibilities

  • Data Preparation & Management: Gather, clean, and organize data from various sources, including DND/CAF corporate systems, ensuring it is accurate and ready for analysis.

  • Data Architecture & Modeling: Evaluate and propose changes to data storage/architecture, build statistical and predictive models, and apply machine learning techniques to forecast outcomes and support planning.

  • Analysis & Insight Generation: Examine large datasets to identify patterns, trends, and anomalies; interpret complex data and translate findings into actionable insights for operational planning and resource allocation.

  • Visualization & Reporting: Create clear reports, dashboards, and visualizations (including interactive Power BI dashboards) to communicate insights and support real-time decision-making.

  • Collaboration & Leadership Support: Work closely with teams to apply data-driven insights, provide expert guidance, and support leadership in making informed, strategic decisions

Qualifications and Skills

  • Data Pipeline Architecture: At least 2 years (within the last 5) of experience in large organizations (30,000+ employees, national reach across 5+ Canadian regions) architecting data pipelines using Azure Data Factory and Databricks, transforming data into Snowflake with validation, lineage tracking, and compliance policies for real-time monitoring.

  • Data Analysis & Tools Expertise: Minimum 3 years (within the last 5) of experience in large organizations delivering data analysis, modeling, and analytics using Azure Power BI (dashboards, scorecards, reports), Azure Databricks, Azure Data Factory, and predictive analytics models in Python.

  • Data Governance & Integration: Demonstrated project (minimum 6 months in the last 3 years) integrating Microsoft Purview with Snowflake and Power BI in a large organization, enabling lineage, automated discovery, metadata-driven search, and configuring compliance rules/classifications.

  • Regional Data Analysis: At least 12 months of experience (within the last 5 years) leveraging boundary files for trend analysis by region, urbanity, and demographic segments, within organizations of national scope (supporting 5+ Canadian regions).

Education

  • Certificate, diploma or degree in Enterprise Data Analytics, or Analysis from a recognized Canadian post-secondary institution
