Our federal government client is requesting a Senior Engineer to support the procurement and management of Land Equipment used by the army serving at home and abroad.

Tasks: 
- Collecting and analyzing information and presenting findings on complex issues, carrying out or coordinating research as required and preparing reports;
- Provide advice and guidance on the quality and control processes related to procurement documentation (solicitation documents such as requests for proposal, SOW, Contracts)
- Advise on bid evaluation strategy;
- Assist in the planning of the bid evaluation;
- Assist in the preparation and review of the SOW and RFP;
- Assist in the bid evaluation;
- Assist in the Sustainment Business Case Analysis;
- Producing draft specifications of systems, sub-systems, equipment, interfaces or ancillaries;
- Tailoring military or commercial standards, specifications or practices for incorporation into system specifications;
- Producing draft technical evaluation plans and evaluation standards
- Generating and/or evaluating test plans, procedures and reports;
- Preparing budgetary estimates for the completion of technical programs;
- Reviewing and making recommendations on work proposals;
- Participating in planning meetings and technical reviews relating to the design, application management and support of software sub-systems;
- Conducting MA&S process and sub-process assessments and re-engineering;
- Preparing business cases, that is cost/benefit analysis;
- Providing equipment project management services; developing environmental protection standards, practices or policies; and
- Conducting a detailed derivation of integrated logistic system requirements for vehicle and communication systems within the vehicle and planning for the ongoing support to those systems

Experience and Qualifications:

• University Engineering Degree 
• 5 years of experience as a Engineer for Major Projects. Defined as a project delivered within the federal government, or comparable major projects in other public sector jurisdictions (such as provincial, municipal or Crown corporations)
• The proposed resource should have experience writing or a co-author of any of the following types of documents within the last sixty (60) months:
  1. Statement of Work
  2. Statement of Requirements Specifications
  3. Risk Register
  4. Project Record
  5. Technical evaluation plans and evaluation standards
  6. Test plans, procedures and reports
  7. Integrated Logistics Support (ILS) Plan
  8. SBCA Report
  9. Maintenance Plans and Support Requirements
  10. Project Management Plan
