JOB SUMMARY

The Public Works Learning & Development Operational Excellence Strategist is a key driver in building a high-performing, resilient Public Works workforce by leading complex operational learning, training, and development initiatives that enhance both individual and organizational effectiveness. This role is focused on improving operational efficiency by designing, implementing, and continuously refining targeted training programs and leadership development strategies that align with corporate and departmental priorities and providing individual and group coaching and change management support leaders of all levels in the department.

 

With expertise in instructional design, operational training programs, and employee and leadership skill development, the Strategist designs programs and develops and facilitates engaging and practical learning experiences that are tailored to operational contexts. These experiences emphasize real-world application, performance improvement, and streamlined processes—supporting front-line staff, supervisors, and leaders in working smarter, more effectively and safely, and increasing skills ranging from technical to human. By embedding learning into daily operations, fostering formalized networks, and promoting knowledge sharing, the role helps cultivate a culture of collaboration, adaptability, and continuous improvement. This integrated approach not only strengthens leadership and workforce capabilities but also drives measurable efficiencies and operational excellence across the department.

 

EDUCATION AND EXPERIENCE

Four (4) year university degree in Social Sciences, Business Administration, Public Administration, Education, Counselling or a related field.

Minimum six years related experience including developing, implementing, and supporting large-scale and complex operational performance development programs such as Employee Engagement, Operational Excellence, Equity, Diversity & Inclusion, Health & Safety, and providing individual/team coaching, change management services and project management experience working on large-scale, enterprise-wide initiatives and programs. 

 

CERTIFICATIONS AND LICENCES

Coaching certification recognized by International Coaching Federation or Certification in Continuous Improvement or Change Management within timeframe determined by the Employer

KNOWLEDGE

  • City of Ottawa and departments organizational structures
  • Relevant legislation, policies, codes, regulations, and guidelines 
  • Multi-faceted, complex operational culture
  • Facilitation and coaching approaches and techniques in the delivery of teambuilding, leadership, and change management training; 
  • Change and project management methodologies and their application
  • Evaluation strategies and methods (including surveys, assessments, questionnaires, and reports)
  • Current practices and objectives of equity, diversity, and inclusion programs
  • Performance consulting tools and best practices
  • Knowledge of applicable health and safety legislation, including the rights and duties of workers
     

COMPETENCIES, SKILLS AND ABILITIES

  • Understand the various complex business lines of the department in order to provide tailored advice and strategies
  • Ability to translate corporate priorities into departmental initiatives to drive change and shift culture
  • Build and maintain effective working relationships with senior leaders, front-line staff and corporate partners
  • Strong organizational skills to effectively manage multiple responsibilities 
  • Strong interpersonal, facilitating, oral and written communication skills

  • Language Requirement: English oral, reading, writing
