The preferred location for this position is within the National Capital Region, but remote work will be considered.

The Senior Geomatics Developer will provide specialized programmer support to the design, development, implementation, and management of an enterprise data management system and information services to enable our Client- Partners in the Department of National Defence (DND) to manage their portfolio of real property.  The incumbent will have experience working with various spatial technologies, open-source GIS tools, SQL Server spatial databases and Microsoft Azure environments. The incumbent will communicate with stakeholders, define business requirements, considers technology options, recommend and implement solutions, perform testing, debugging and fixes, migrate data, and provide maintenance, support and training to the Client-Partners.

KEY AND PERIODIC ACTIVITIES 
The duties and responsibilities listed below are representative but not all-inclusive: 
Primary

  • Define, design and develop applications, systems and solutions, using ESRI ArcGIS API for JavaScript, ArcGIS Server, and ArcGIS Online 
  • Integrate and customize open-source GIS libraries such as Leaflet, OpenLayers, or MapLibre
  • Develop and maintain RESTful services and web APIs for spatial data access
  • Work with SQL Server spatial features and geodatabases to manage and query spatial data
  • Optimize performance of spatial queries and map services
  • Ensure cross-browser compatibility and responsive design for web mapping applications
  • Define scope and nature of work, and gather user needs information and business requirements
  • Perform testing and find solutions to existing or potential problems
  • Perform quality assurance/control, data management/analysis, maintenance, and functional enhancement activities
  • Support and/or lead business development activitiesDevelop and maintain effective relationships within DCC, and with industry, the Client-Partners and/or stakeholders
  • Ensure quality standards are met, in line with corporate and Client-Partner expectations
  • Manage risk
     

Other

  • Document systems, processes, applications, etc. and support the drafting of materials for communications, training and contracting 
  • Support the development of corporate geospatial data standards, workflows and governance
  • Other duties as assigned
     

SKILLS  
General and Specific Knowledge

  • Best practices, methods, trends and legislation in GIS, data management and application development
  • Experience with the lifecycle of enterprise data management and application development
  • Proficiency with ESRI technologies (ArcGIS Server, ArcGIS Online, ArcGIS Pro)
  • Experience with ESRI development environments such as Experience Builder and/or Calcite Design System
  • Experience with Typescript, JavaScript, HTML5, CSS3, and modern JS frameworks
  • Experience with REST APIs, GeoJSON, and web services
  • Strong knowledge of SQL Server spatial types, T-SQL, and geodatabase design
  • Working knowledge of coordinate systems and geographical projections
  • Preference for experience with open-source GIS tools (Leaflet, GDAL, QGIS, etc.), Python (e.g., ArcPy, Flask, Django), FME, PostGIS, or GeoServer
  • Project and risk management principles and tools, including use of Azure DevOps and source control systems such as Git, SVN or TFS
  • Knowledge of real property lifecycle and asset/facility management preferred
     

Formal Education and/or Certification(s) and Experience

  • Minimum: college diploma in geomatics/GIS, computer  science or related field with five years’ relevant experience, or the equivalent.
  • Preferred: university degree in computer science, software engineering, geomatics/GIS and/or additional training in software development, process analysis, project management or business analysis
     

Abilities

  • Use applicable computer software and operating systems
  • Apply project and risk management techniques
     

DEVELOPMENT AND LEADERSHIP

  • Provide functional direction and advice to employees and the Client-Partners
     

WORKING CONDITIONS

  • Typical office environment with occasional travel
  • Some work may be located on construction sites; incumbent may occasionally be required to wear basic safety equipment

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada.  As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.

DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints. The appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC.  Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause. A thorough security clearance process will be applied to all candidates or employees considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

  • criminal record checks

  • reference checks

  • previous employment

  • open source checks

  • credit/financial status
