Role Responsibilities

As a HIRA Application Analyst, you will play a key role in supporting the development, implementation, coordination, and continuous improvement of the Government of Alberta's HIRA program. The HIRA Application Analyst focuses on the practical application of HIRA methodology, framework, and principles to the needs of local authorities in the province by supporting the development and implementation of programs, initiatives, procedures, and standards that ensure the communities have the ability to develop a successful hazard assessment system. To that end, the Application Analyst lead critical research, provide expert support to municipalities and other partners, and contribute to the development of innovative risk assessment and mitigation strategies. This role directly strengthens Alberta’s ability to anticipate, prepare for, and respond to hazards, while fostering collaboration through a strong network of stakeholders. You will be responsible for:

• Research to support the implementation, stabilization, and maintenance of the HIRA framework, Supporting the development, review, and maintenance of hazard assessments across provincial, municipal, and Indigenous partners.
• Provide assistance to other GOA departments and local authorities (i.e., Municipalities, First Nations and Metis Settlements) that are completing their own HIRA assessments and developing risk mitigation strategies as tasked by the HIRA Lead.  Coordinating the development of a HIRA Community of Practice, including engagement strategies, stakeholder mapping, and outreach initiatives.
• Lead in delivering HIRA team's projects/initiatives, Representing the HIRA unit in committees, forums, and outreach events to share knowledge and strengthen collaboration.
• Development of HIRA Community of Practice - This position is responsible for coordinating the development of a Develop a HIRA community of practice through a deliberate system of research, planning and reporting.
• Leads and/or participates in projects, committees, and working groups with other government departments, other public sector entities and/or with private sector organizations by attending meetings and events that relate to personal preparedness and disaster resilience.

Qualifications

Required: University degree - Political Science, Emergency Management, Business Administration, Public Administration, Risk Management, Humanities, or a related field PLUS 2 years progressively responsible related experience.

Equivalency: Directly related education or experience considered on the basis of:

• 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education

For Example:

• Related 1 year certificate PLUS a minimum 5 years of experience
• Related 2-year diploma PLUS a minimum 4 years of experience
• Related minimum 6 years of experience

You MUST also have:

• Knowledge of the Emergency Management Act, the Government Emergency Management Regulation, the Alberta Emergency Plan, and the Provincial Emergency Coordination Centre's operating guidelines.
• Extensive knowledge of the emergency management framework in Canada and globally.
• Awareness of stakeholder engagement strategies including stakeholder matrix, stakeholder mapping, identification of goals, objectives, tactics, and measurement of results.
• Knowledge of project management principles.
• Knowledge of risk management principles.
• Knowledge of contemporary research procedures and practices, such as citation style (i.e., Chicago, APA, MLA.), literature review, Thematic Network Analysis, Policy analysis and evaluation, multidisciplinary research methods, and disaster impacts.
• Strong research and analytical skills with the ability to synthesize complex information into clear recommendations.
• Demonstrated ability to lead projects, manage timelines, and deliver results.
• Excellent communication and stakeholder engagement skills, with the ability to build trust and maintain collaborative relationships.
• Strong problem-solving skills and the ability to make sound, evidence-based recommendations.
• Ability to travel to communities across the province to hold/lead HIRA sessions and community engagement when necessary.
• Maintain a valid Class 5 (or equivalent) drivers license and a clear driver abstract.

ASSETS

• Experience in emergency management, disaster risk reduction, or hazard/risk assessment.
• Knowledge of provincial, national, and international trends in emergency management.
• Familiarity with municipal and Indigenous governance contexts in Alberta.
• Proficiency in designing and facilitating workshops, webinars, and other outreach activities.
• Experience in developing stakeholder databases and tracking engagement activities.

Term of Employment: Permanent

Hours of Work: 36.25 hour per work

Location: Edmonton

Selected candidates will be required to participate in a writing assessment and an excel competency assessment.

This position may be required to work in the Provincial Emergency Coordination Centre as needed during emergencies in order to coordinate provincial emergency response efforts and/or support/advise/assist government ministries, municipalities, First Nations and/or other organizations.  In these circumstances, the position may require working extended and irregular hours and/or shifts with minimal or no notice, particularly during emergencies and exercises.
