The Canadian Air Transport Security Authority (CATSA) has 1 (one) exciting fixed-term opportunity up to September, 21, 2026 within the Operations branch at the Vancouver International Airport.

Summary of responsibilities:

The General Manager, Regional Performance is responsible for leading, developing, and motivating high performing teams through the delivery of consistent training, coaching and feedback. They are responsible for directing the operational activities of the training and quality teams to align with the strategic initiatives of the organization. They will drive  quality performance and efficiency by partnering with people leaders to outline a scorecard that measures key performance indicators and behaviors. This includes managing operational performance through data collected via quality assurance, Hold Baggage Screening (HBS), Non-passenger Screening (NPS) and Pre-Board Screening (PBS) testing. The General Manager, Regional Performance is also responsible for the continuous improvement, documentation and delivery of the National Training and Certification Program (NTCP). The General Manager, Regional Performance performs all other duties and responsibilities related to the position as required.

What you need to succeed
To qualify for the position, you must have:

  •           Graduation from a recognized college or university with a specialization in Adult Education, Training Business Administration, Operations Management or another speciality relevant to the duties of the position.

  •           A minimum of ten (10) years relevant work experience.

  •           A minimum of five (5) years of managerial/leadership experience.

  •           A demonstrated ability to manage teams with autonomy and drive results through team delegation and collaboration.

  •           Proven experience analyzing data, trend analysis, and presenting information in a functional format for both front line leaders and executive team members.

This position is best suited to individuals with the following skills and abilities:

  •           Effective people leadership and motivational skills

  •           Strong ability to effectively position work in wider context of organizational priorities and mandate

  •           Strong ability to collaborate and coordinate multiple complex and sensitive files

  •           Ability to manage priorities efficiently

Valuable skills include:

  •           Knowledge of CATSA's mandate and priorities, as well as an awareness of relevant legislation affecting CATSA.

  •           Experience in an airport or security environment.

  •           Demonstrated experience in adult learning and training delivery.

  •           Familiarity with traditional and modern training methods (mentoring, coaching, on-the-job or in classroom training, e-learning, workshops, simulations, etc.).

  •           Working knowledge of blended and hybrid learning methodologies.

  •           Knowledge and experience in program management, program evaluation including budget development and monitoring.

  •           Managerial experience in performance management, quality assurance, logistics and transport, security, or other highly regulated business environments.

  •           Successful experience in planning and organizing a large workforce in a detail-oriented work environment.

  •           Knowledge of the aviation industry and the related regulatory and security issues.

  •           Experience working with learning management systems or other computerized systems that are designed to assist in the registration, delivery, record management and tracking of clients.

  •           Experience working in a work schedule environment, including in-office operation, weekends and holidays, based on business need.

Specific work requirements

  •        Ability to work overtime as required;

  •        Ability to travel as required

  •        Language Profile: AABA;

  •        Ability to obtain and maintain a Secret security clearance; and

  •        Be a Canadian citizen or permanent resident.
