The Data and Content Management Division uses a one-government approach to information and privacy governance, decision-making, and service delivery across the organization and balanced with individual client needs. This facilitates enhanced data access, collaboration, reduction in data duplication, and innovation to ensure effective and efficient services across the government to provide better services to Albertans. The Data Centre of Excellence requires services to assist with the leading and supporting the design and development of data services to enable as part of the client’s use of its vision of a federated data ecosystem to enable to better leverage its data assets. These services will enable the client’s data needs such as analysis, analytics, exchange, artificial intelligence (AI),machine learning (ML), orchestration, storage, processing, etc.
Roles and Responsibilities:
- Lead the design, architecture, and delivery of Information Management and Technology (IMT) services, solutions, and roadmaps using user-centered and agile approaches to meet evolving organizational needs.
- Architect and integrate Artificial Intelligence (AI), Machine Learning (ML), and analytics services into enterprise or government data platforms to enable large-scale orchestration, analysis, and processing.
- Manage the end-to-end delivery of complex IMT projects, including conducting solution reviews, tracking progress, managing risks, and overseeing adoption planning.
- Facilitate strategic discussions with executives and cross-ministry stakeholders to align business objectives, architectural priorities, and enterprise needs.
- Develop and implement enterprise data management frameworks, governance models, and lifecycle processes for environments equivalent in scale and complexity to the client.
- Prepare comprehensive business cases, feasibility studies, risk assessments, scope definitions, and project/program plans.
- (Nice to Have) Architect, maintain, and orchestrate secure, automated CI/CD pipelines for data and AI services to enable rapid and compliant deployments.
- (Nice to Have) Design and implement emerging generative and agent-based AI solutions to enhance automation and service delivery.
- (Nice to Have) Apply privacy, security, and compliance requirements to ensure lawful and ethical data and AI operations.
- (Nice to Have) Create visually compelling architecture diagrams, service blueprints, journey maps, prototype designs, and strategic, tactical, and operational plans.
Qualifications and Skills
Required:
- Minimum 3 years of experience architecting and integrating AI, ML, and analytics services into enterprise or government-scale platforms.
- Minimum 3 years of experience managing the delivery of complex IMT projects, including solution validation, progress tracking, risk management, and adoption.
- Minimum 7 years of experience leading IMT service and roadmap delivery using agile and user-focused design approaches.
- Minimum 3 years of experience facilitating strategic executive-level and cross-ministry stakeholder engagements.
- Minimum 5 years of experience designing and implementing enterprise-scale data management frameworks and governance models.
- Minimum 5 years of experience developing business cases, feasibility studies, risk assessments, and detailed project/program plans.
Nice to Have:
- Minimum 3 years of experience with secure, automated CI/CD pipelines for data and AI services.
- Minimum 7 years of experience with cloud platforms and their native data services, including storage, compute, analytics, and data management tools.
- Minimum 1 year of experience designing and implementing generative and agent-based AI solutions.
- Minimum 3 years of experience applying privacy, security, and compliance requirements to AI and data services.
- Minimum 5 years of experience creating visual and strategic artifacts such as architecture diagrams, blueprints, journey maps, and multi-level planning documents.
Education:
The proposed resource must meet or exceed one of the following:
- University degree in business, management, or a related discipline and a minimum of 4 years of related experience; OR
- Two-year diploma in business, management, or a related discipline from a recognized post-secondary institution and a minimum of 6 years of related experience; OR
- One-year certificate in business, management, or a related discipline from a recognized post-secondary institution and a minimum of 7 years of related experience.
