Role Responsibilities

Are you ready to lead transformative infrastructure projects that ensure the safety and sustainability of Alberta’s water systems? As a Team Lead (Regulatory) for the Major Capital Projects Branch, you will have the opportunity to deliver high-profile projects, such as the Ghost Reservoir Infrastructure Project, that directly impact Alberta’s communities. This role offers a chance to work on complex, meaningful projects that shape the province’s future.

Reporting to the Project Director, you will oversee the successful delivery of major water infrastructure projects, managing all phases from design to construction. Leading multidisciplinary teams and coordinating with stakeholders, you will ensure projects are completed on time, within budget, and to the highest standards of quality and safety. Your expertise in project management and problem-solving will play a vital role in addressing Alberta’s water infrastructure challenges, including flood protection and drought mitigation.

Your key responsibilities include:

• Managing the administration of large-scale infrastructure projects, ensuring scope, cost, time, and quality objectives are met.
• Leading the project approval application process by coordinating with federal and provincial governments, Indigenous groups, and other internal and external stakeholders.  
• Leading development of railway and utility agreements from both a technical and commercial lens.
• Leading multidisciplinary teams, including experts in engineering, environmental issues, Indigenous relations, and legal matters, to achieve project goals.
• Developing and maintaining risk registers, resolving construction issues, and ensuring compliance with all relevant regulations and policies.
• Building relationships with stakeholders, such as federal and provincial governments, Indigenous groups, landowners, and contractors to ensure alignment and project success.
• Participating in public consultations and mediating disputes to address stakeholder concerns while maintaining project progress.
• Reviewing contractor designs, construction plans, and consultant deliverables to ensure they meet standards and specifications.
• Monitoring construction progress, managing contracts, and resolving field design changes or non-conformances.
• Contributing to the development of best practices and processes for alternative delivery methods, such as Design-Build (DB) and Design-Build-Finance-Operate (DBFO).
• Leading procurement activities, including preparing RFPs, evaluating proposals, and drafting agreements.
• Guiding and mentoring junior team members to foster a culture of collaboration, innovation, and professional growth.

This position requires travel throughout Alberta—typically up to 25% of the work schedule. It offers a varied work environment that includes both field and office-based activities, ideal for individuals who enjoy a flexible and hands-on approach to their work.

Qualifications

Required:

• A related university degree (e.g., Civil Engineering), and a minimum of ten (10) years of related experience in civil project delivery. Equivalencies may be considered. 
• Demonstrated experience in leading or managing a team of professionals.
• Registered or eligible for Professional Engineer (P.Eng) membership with the Association of Professional Engineers and Geoscientists of Alberta (APEGA).
• Valid Alberta Class 5 driver’s licence or equivalent, and ability to travel within Alberta

Preferred:

• Experience delivering Design-Build (DB) or Design-Build-Finance-Operate (DBFO) projects.
• Knowledge of water management infrastructure design, permitting, and environmental regulations.

Equivalency:

• Additional related education is considered in lieu of experience on a one-for-one basis.

Notes

Additional Position Details:

• This position is a permanent, full-time role with the standard weekly work hours of 36.25, Monday to Friday (8:15 am – 4:30 pm).
