As a steward of Alberta’s energy system, the Department of Energy and Minerals is taking a proactive, networked approach to managing the many perspectives, relationships and interactions within government, industry and stakeholders who comprise or influence the energy system. The Energy Operations Division is tasked with the management of Alberta’s energy and mineral rights, the assessment and collection of royalties for the department. The primary goal is to enable the efficient, transparent, and sustainable development of Alberta’s mineral and energy resources in order to drive investment in Albertan jobs and to generate revenue for the Crown.

The Oil Sands, Coal and Mineral Operations Branch is responsible for the end-to-end management and development of tenure and royalty policies and programs, facilitating the responsible development of Alberta's vast oil sands resources.

The Oil Sands Tenure Manager leads the oil sands tenure program, ensuring compliance with the Oil Sands Tenure Regulation, 2020 and related legislation, regulations, and guidelines. This role encompasses managing tenure administration staff, overseeing operations, and interpreting policies. A critical aspect is identifying and resolving complex issues within Alberta's oil sands tenure regime, as well as contributing to the development of business rules, legislation, and policies.

This position works closely with other areas of the Oil Sands, Coal and Mineral Operations Branch, the Policy and Operations Divisions, and Alberta Energy Regulator (AER) representatives to manage the administration of the oil sands tenure program. The Tenure Manager also leads the development, enhancement, and maintenance of key business systems like the Electronic Transfer System (ETS), Land Automated Mineral Agreement System (LAMAS) and the Alberta Mineral Information (AMI) system, representing oil sands tenure requirements in broader Ministry system development.

The main responsibilities for the Tenure Manager include:

  1. Develop and enhance oil sands tenure business rules, policies, and operational processes to ensure continuous compliance with legislation, regulations, guidelines, and business goals.
  2. Provide consultative, interpretive, and informational support for complex oil sands tenure issues to government officials, clients, stakeholders, adn the public.
  3. In accordance with legislation, regulations, and policies, determine (i) which leased rights should be continued, extended, or amended and (ii) which agreements should be granted producing status.
  4. Manage Oil Sands Tenure operations to achieve business and operational goals and meet performance targets.
  5. Support the Director and Executive Director in achieving the mandate and goals of the Oil Sands, Coal and Minerals Operations branch, particularly for Oil Sands Tenure.


Knowledge:

The incumbent is required to understand oil sands business programs, the Oil Sands Tenure Regulation, 2020 and supporting information systems to determine information needs and to support business changes. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) is essential. Success in this role demands critical thinking, attention to detail, strong judgment, and the ability to effectively manage human resources.

Some detailed knowledge would include:

  • Applicable legislation, regulations, policies, principles, and guidelines
  • Oil sands tenure business processes and requirements relating to the disposition and the administration of oil sands rights and agreements.
  • Various automated systems (e.g., ETS, AMI, Foundation, LAMAS, CARS2)
  • The Alberta survey system and tables of formations.
  • Land use and land access principles (e.g., the Alberta Government Land Use Framework).
  • Stakeholders affected by Oil Sands, Coal and Minerals Operations and Oil Sands Tenure mandates, including relevant committees, advisory groups, and representatives of companies involved in oil sands projects, First Nations, and Metis organizations.
  • Government and Ministry business plan goals, priorities, and strategic issues associated with the oil sands tenure regime in Alberta.

  • Build Collaborative Environment: Demonstrate interpersonal, consultation, and relationship management skills to build and maintain collaborative working relationships with clients, stakeholders, and Ministry and government representatives.

Qualifications

Minimum University graduation ((Business Administration, Economics, Engineering, or other related field), supplemented by four (4) years of related experience preferably in Energy and/ or Tenure administration.

Related experience or education may be considered as an equivalency on a one for one basis.

The following will be considered assets:

  • Experience in managing and coordinating operations, including allocating workload, prioritizing activities, assessing results to ensure resources are focused appropriately, and balancing multiple and diverse responsibilities to achieve results.
  • Experience in collaborating with a wide variety of stakeholders.
  • Knowledge of tenure legislation, regulations, policies, principles, and guidelines (e.g., Oil Sands Tenure Regulation, 2020; Alberta Oil Sands Tenure Guidelines; Mines and Minerals Act; Mines and Minerals Administration Regulation)
  • Knowledge of oil sands tenure business processes for disposition and administration of rights and agreements.
  • Knowledge of land use and land access principles (e.g., the Alberta Government Land Use Framework).
