Reporting to the Director, Human Resources, the Manager, Talent Acquisition and Engagement, leads the strategic development and execution of innovative talent acquisition and retention programs that directly support DCC’s growth objectives. The incumbent plays a critical role in driving the recruitment strategy, collaborating closely with senior leaders and service lines to align talent acquisition efforts with long-term business goals. The Manager focuses on finding new and creative recruitment solutions, capitalizing on the latest tools and technologies to identify and attract top talent, while improving team efficiency and effectiveness. The incumbent leads a team of human resources professionals and manages the human resources requirements for the team. The Manager also develops creative solutions and ensures the team is focused on collaboration, quality and timeliness of deliverables.
KEY AND PERIODIC ACTIVITIES

Primary
• Lead the strategic development and execution of innovative talent acquisition and retention programs
• Drive DCC’s recruitment strategy and collaborate closely with hiring managers to align talent acquisition efforts with long-term business goals
• Find new and creative recruitment solutions, and capitalize on the latest tools and technologies to identify and attract top talent, and improve team efficiency and effectiveness
• Foster a culture of continuous improvement, implement best practices, and streamline recruitment processes
• Remain current with trends and best practices to enhance service delivery
• Optimize sourcing strategies, reduce the time needed to fill positions, and improve candidate quality
• Analyze key recruitment metrics and generate reports to track the effectiveness of talent acquisition efforts, refine strategies and improve outcomes
• Provide guidance and train stakeholders to enhance recruitment practices
• Develop and maintain effective relationships with DCC, and with industry, the Client-Partners and/or stakeholders
• Ensure quality standards are met, in line with corporate expectations
• Perform human resources functions (e.g. coach, supervise, mentor, plan and allocate resources, manage performance)

SKILLS
General and Specific Knowledge
• Best practices, methods and trends in human resources management, with a focus on service delivery and innovative and targeted talent acquisition strategies
• Federal government human resources policies and procedures
• Canada Labour Code, Official Languages Act, Canadian Human Rights Act
• Talent management sourcing and onboarding trends and best practices
• Project management principles
Formal Education and/or Certification(s) and Experience
• Minimum: university degree in human resources management, business administration, industrial or organizational psychology, or related field with eight years’ relevant experience (including at least five years’ progressive experience in people management) and Certified Human Resources Professional and/or Certified Talent Acquisition Professional designation

DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC.
