JOB SUMMARY

You are responsible for planning, developing, maintaining and delivering a comprehensive vehicle, equipment, and driver safety program for the City of Ottawa’s large and diverse fleet. In addition, you are responsible for evaluating the effectiveness of vehicle risk event prevention programs and making recommendations for vehicle risk event prevention program innovations, improvements, and enhancements; promoting safe fleet and safe driver practices, in accordance with corporate standards and legislated requirements; monitoring and addressing gaps to ensure ongoing compliance to Highway Traffic Act (HTA) requirements; and addressing corporate vehicle risk management through the delivery of professional development for staff. You also act as a corporate expert on fleet safety matters.

EDUCATION AND EXPERIENCE

Completion of 4 year university degree in Business Administration, Public Administration, Risk Management, Safety, or a related field.

Minimum of 9 years of demonstrated experience in the management of safety programs preferably in a fleet operation capacity or  Municipal capacity conducting risk event (collision, incident, infraction and conviction) prevention programming, project management  and/or legislative compliance auditing, including a minimum of five (5) years managing human resources.

CERTIFICATIONS AND LICENCES

Valid G-class Provincial Driver’s License
Possess one of the following certifications:
Canadian Registered Safety Professional (CRSP), Certified Health & Safety Consultant (CHSC), Road Safety Professional 1 (Transportation Professional Certification Board), or related certification.

KNOWLEDGE

  • Knowledge of Safety Management Systems (SMS) and procedures
  • Comprehensive knowledge of provincial Highway Traffic Act and Occupational Health and Safety Act, their regulations, National Safety Codes, and Transport Canada, requirements
  • Development and implementation of long range and short term strategies for fleet safety and driver safety
  • Defines key performance indicators (KPIs) and use of  leading and lagging indicators effectively
  • Keeps abreast of trends and developments in fleet safety and technological advancements
  • Project management principles and practices
  • Systems safety and engineering principles
  • Principles, practices, procedures, techniques, laws and regulations pertaining to Provincial Commercial Vehicle and Operator Registration (CVOR) requirements
  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures.

  • Driver’s License Requirement:  A valid Ontario unrestricted G class driver’s license (or provincial equivalent) with 0 demerit points accumulated
