Strategically builds, manages and executes an advanced and effective liquidity and funding management framework across the Bank through the oversight and recommendation of the Bank’s liquidity and funding risk appetite statement. Liquidity and Funding are both viewed to be scarce Enterprise resources that require optimization. Leads the optimization of liquidity and funding risk across the Enterprise to maximize risk-adjusted profitability, requiring extremely deep product knowledge across various businesses and products on the entire balance sheet, a good grasp of technology and data management systems, and a comprehensive understanding of industry best practices. Oversees development and maintenance of advanced models and assumptions used to understand and quantify the Bank’s liquidity and funding risk exposures. Using models and assumptions to measure the Bank’s risk exposure, inform product pricing and business strategies in all lines of business, and drive effective performance management, predicts how customers and markets may perform in normal course and in periods of idiosyncratic and/or systemic stress to help determine the Bank’s liquidity management strategy and contingent liquid asset and funding requirements. Envisions and implements the Bank’s liquidity risk measurement and reporting infrastructure that is used by both the first and second line of defence to meet their respective mandates, as well as a communication medium for lines of businesses. Ensures on-going compliance with relevant risk, modeling and regulatory requirements and benchmarks liquidity risk practices against peers.
Provides subject matter expertise for the Bank on liquidity and funding matters inherent in Recovery and Resolution Planning and consideration of solo liquidity implications which have a profound impact on the organizational structure and enterprise and legal entity P&L across the Bank.
Key Accountabilities:
• Recommends the Enterprise’s liquidity and funding risk management strategy annually to Senior Executives and the Board (Treasurer, CFO, RRC) for approval. Co-recommends overall and segmented Board and management risk appetite and limits with Market Risk Management. Ensures the Bank’s Contingency Funding Plan is effective and comprehensive.
• Leads all Parent Bank liquidity and funding risk modeling activities and facilitates effective, integrated Enterprise management of liquidity and funding risk with the Bank’s largest foreign subsidiary, BMO Financial Corporation.
• Oversees development and maintenance of the model and assumption framework and models and assumptions used to measure liquidity and funding risk. Ensures the framework and individual models and assumptions meet the requirements of Market Risk, Model Validation and Model Governance groups. Recommends model and assumption changes as required.
• Ensures the Enterprise has a sufficient amount and appropriate type of High-Quality Liquid Assets to mitigate the liquidity and funding risks of the Enterprise.
• Acts as key liaison with LOB executives and leaders in the risk assessment of liquidity and funding risk in their business. This includes review and approval of new business initiatives and acquisitions. Reviews liquidity objectives, positions, and assumptions regularly with the business.
• Informs business product pricing and strategic and tactical business decision-making through transmission of liquidity and funding costs through the Funds Transfer Pricing and Liquidity Transfer Pricing processes.
• Establishes and maintains an advanced and robust risk measurement capability that provides liquidity and funding risk metrics and supports effective management and oversight of liquidity and funding risk across the first and second line. This includes daily weekly and monthly risk capture. Leads risk analytic assessment activities to explain risk drivers and changes to inform management decisions. Leads technology initiatives from the business side to deliver management and regulatory projects as required.
• Oversees liquidity stress testing processes as part of the Enterprise-Wide Stress Testing, OSFI Macro-Stress Testing, and ad hoc processes.
• Partners with and provides direction to subsidiary management to ensure subsidiary liquidity and funding frameworks are effective.
• Monitors the market environment and industry best practices to ensure BMO capabilities continue to meet management and regulatory expectations.
• Develops policies, standards and procedures to identify, measure and manage liquidity and funding risks in conjunction with Market Risk Management, LOBs and other Finance areas.
• Represents the Bank on industry specialty groups and with regulators to advocate the Bank’s position on market or regulatory developments. Provides updates to Senior Leaders on implications of regulatory changes and insight on peer positions.
• Maintains relationships within the industry to understand the evolution of Corporate Treasury best practices.
• Provides advice and guidance to Senior Leaders on potential appropriate actions during times of economic and market stresses.
• Identifies and recommends actions and best practices to Senior Executives based on market trends or regulatory developments to ensure the Bank is at the forefront of an optimal liquidity and funding management function.
Qualifications:
• One or more of the following: MBA Finance, CA, CFA, Advanced Math Degree
• 15+ years of experience in Treasury, Market Risk, or Capital Markets
• Expert knowledge of the financial markets and products
• Knowledge of best practices of quantitative modeling and experience with development and implementation of financial models
• Expert knowledge of risk management and financial analysis
• Strong knowledge of the Bank’s structure, key product offerings, product and trading systems
• Deep understanding of the function as outlined, and of related industry best practices
• Knowledge of economic, social and political forces and marketplace trends
• Able to apply designation/education and financial experience in a financial services organization
• Strong knowledge of systems development and architecture used to manage liquidity and funding risk models, reporting and data warehousing.
