The HR Business Services Branch provides HR advice and expertise through portfolio-focused service hubs each with a dedicated team of cross-disciplinary HR professionals responsible for working closely with business leaders to achieve organization objectives.
As the primary contact to the client group, the Program Manager oversees the work of the HR hub team who provide services and operationalize programs to meet business needs in the following areas: workforce planning, HR analytics, organizational design and job evaluation, recruiting and staffing, performance management and succession planning, as well as disability and attendance support.
Ensures compliance with associated legislation, policies and procedures, collective agreements/terms and conditions.
Your primary responsibilities include:
• Providing a full range of proactive HR consulting/advising services and coaching to a specific client group within the City.
• Contributing to the overall HR strategy by deeply understanding the HR needs of specific City Departments and collaborating with other HR functions, such as Compensation, Corporate Learning and Development, HR Planning and Systems, Employee Wellness, and Workplace Safety.
• Managing a team of HR professionals to provide customized solutions for a specific client group that incorporates client business needs with HR corporate programs.
• Supporting the implementation of new HR programs and the administration of established ones, including performance management, compensation, employee and labour relations.
•Conducting needs analysis to determine root causes of issues and provide innovative and customized solutions.
• Providing advice on City HR practices and HR industry trends.
• Managing the human and financial resources.
Completion of 4 year university degree in human resources, business administration or other related field
Minimum of 5 years of related experience delivering a range of human resources services, working with clients, conducting needs assessments, offering advice and recommendations to address a variety of employee management related issues, and fostering a collaborative team approach to client service, including a minimum of 3 years in the management of human and financial resources
