Role Responsibilities

Are you looking for a high-impact, development opportunity to lead and shape environmental emergency training and crisis management across the province of Alberta?

We invite you to consider a unique opportunity as a Crisis and Training Officer with the Consequence Management Branch.

As the Crisis and Training Officer, you will be the department’s expert in emergency management training and crisis preparedness, responsible for developing and overseeing comprehensive training programs, policies, and exercises across Environment and Protected Areas (EPA) and with external partners. You will coordinate risk assessments and crisis response plans with an all-hazards approach, support the activation of emergency operations, and ensure cross-government collaboration in times of crisis. This role requires strong strategic thinking, relationship-building, and resource management skills to align efforts across ministries, agencies, and industry partners. With a focus on continuous improvement and integration, you’ll provide leadership during complex emergencies, mentor internal teams, and represent EPA in critical planning and response efforts.

Demonstrates emotional resilience under pressure, maintaining focus and composure during real-time emergency operations. Shifts strategies as needed and coordinates flexible resource allocation in high-stakes, dynamic situations.
  • Drive for Results - Develops and executes strategic training and crisis response plans aligned with ministry goals and public expectations. Sets and monitors performance standards for emergency preparedness and response, including tracking training effectiveness and critical infrastructure protection. Maintains accountability across inter-agency partnerships to ensure coordinated and timely emergency action.
  • Develop Networks - Builds and sustains trusted relationships with internal and external stakeholders, including federal agencies, municipalities, industry, and Indigenous partners. Leverages networks to align resources, gather intelligence, and build shared stewardship of Alberta’s environmental emergency preparedness. Serves as a credible and influential representative in inter-jurisdictional committees and emergency planning initiatives.
  • Build Collaborative Environments - Creates a collaborative culture across departments and levels of government to implement integrated emergency response and training plans. Proactively addresses conflict during planning and response efforts and aligns partners toward common outcomes. Encourages information sharing and cross-functional coordination to strengthen crisis readiness and environmental stewardship.
  • Develop Self and Others - Mentors AEP staff, technical experts, and external partners in best practices for environmental emergency training and response. Designs and leads departmental training systems, policies, and evaluation frameworks. Models continuous learning and embeds knowledge sharing as part of a high-performance emergency management culture.

Qualifications

Requirements:

  • A university degree or college diploma in a related field such as Emergency Management, Public Safety, or Environmental Science, plus four (4) years progressively responsible related experience.
  • Advanced training or experience in crisis management, emergency response planning, and the Incident Command System (ICS).
  • Strong leadership, communication, and strategic planning skills with a record of successful inter-agency coordination.


Equivalency:
Directly related completed education or experience considered based on:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.


Assets:

  • Certification in Emergency Management (ICS Canada, CEM, FEMA-related training).
  • Previous involvement with developing and delivering emergency management training programs, including exercises and evaluation.
  • Experience coordinating multi-agency crisis response.
  • Knowledge of Alberta’s emergency management frameworks including Government Emergency Management Regulation, and the Alberta Emergency Plan.
  • Experience building cross-sector partnerships and influencing senior stakeholders in high pressure or politically sensitive environments. 

Notes

This is a permanent role working Monday – Friday, 36.25 hours per week.

This position is based in Cochrane or Edmonton; however, alternate locations within the province may be considered depending on operational needs and space availability.
