Role Responsibilities

The Performance Measurement Analyst plays a critical role in ensuring the ministry's policy work is yielding the right results in a timely manner. Through the development of key performance indicators and system measurement frameworks, the performance measurement analyst ensures:
 

1. Data-Driven Decision Making: The Performance Measurement Analyst collects, interprets, and analyzes data that supports informed decision-making across the Ministry of Mental Health and Addiction (MHA). By leveraging both quantitative and qualitative evidence, they help ensure policies and programs are grounded in the best available data.
    
2. Program Evaluation and Improvement: The Performance Measurement Analyst assesses how well programs and policies are performing against set goals and objectives. This insight can identify areas where improvements are needed, helping to optimize resources and reduce waste. In turn, this enhances the ministry's ability to serve the public more effectively.
   
   
3. Policy Impact Assessment: By measuring and analyzing the impact of policies and initiatives, the analyst helps determine whether desired outcomes are being achieved and identifies when adjustments are needed. This work supports timely, adaptive policymaking and reduces the risk of unintended consequences. 
   
   
4. Enhanced Transparency and Accountability: In response to growing public expectations for enhanced transparency, the Performance Measurement Analyst contributes to clear, evidence-based reporting on program and policy performance. This enhances accountability, supports continuous improvement, and helps justify investments and resource allocation decisions.
    
5. Strategic Planning: The Performance Measurement Analyst supports forward-looking strategy by identifying trends, emerging risks, and opportunities across the system. Their insights contribute to more resilient planning, better preparedness, and alignment with long-term system goals.
   
   
6. Supporting Innovation and Continuous Improvement: By identifying where new or refined approaches can improve outcomes, the Performance Measurement Analyst promotes a culture of learning and innovation. Their work ensures that performance measurement not only supports accountability but also drives meaningful change and system-wide improvement.

Qualifications

University degree in a related field (Public Administration, Public Policy, Sociology, Psychology, Psychiatry, Public Health, Health or Data Science) and four (4) years of directly related experience in program evaluation, performance measurement, or applied health research.
 

Equivalencies maybe considered with related/relevant education or experience based on:
 

• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education.

Required Experience and Competencies:

• Demonstrated experience designing and implementing evaluation frameworks for public health or social service programs, including selecting appropriate domains, outcomes, indicators, and measurement tools.
• Proven ability to translate complex evaluation concepts into practical, actionable performance measures.
• Stakeholder engagement experience, including the ability to build consensus among diverse partners (e.g., site operators, program funders, senior government leadership) on meaningful and feasible outcomes to measure.
• Experience coaching and supporting non-technical audiences (e.g., service providers) in data collection, indicator tracking, and interpreting results.
• Experience dealing with problems from a systems-level perspective, recognizing the interconnectedness of programs, outcomes, and broader health system goals.
• Experience contributing to or preparing formal documents such as annual reports, business plans, or performance summaries for senior leadership.
• Proficiency with Microsoft Office tools (Word, Excel, PowerPoint, Outlook, and Teams) to support writing, analysis, presentations, and virtual collaboration.
  
  

Assets

• Master’s degree in public health or a related field with coursework or applied training in program evaluation, health systems, or implementation science.
• Experience leading or contributing to applied health research or program evaluation studies, particularly in community or public health contexts.
• Familiarity with performance measurement challenges in addiction and mental health programs or systems.
• Knowledge of Alberta’s health care or social service delivery system.
• Proficiency with data analysis and visualization tools (e.g., Excel, Tableau, Power-BI, R, SPSS, NVivo, Python, SQL).
• Experience developing outcome and indicator sets that are useful for both service improvement and strategic decision-making.
• Strong critical thinking skills with the ability to assess and balance the policy, operational, and public health implications of different measurement strategies.

Hours of Work
 

• 7.25 daily hours
• 36.25 weekly hours
• 8:15 am to 4:30 pm (Monday to Friday)

 
There is currently one permanent full-time position available.
