The Director, Business Line Controls is a strategic leader responsible for designing, implementing, and managing the operational control framework across the Bank Business Lines. This role ensures that effective controls are in place to mitigate risks, enhance operational efficiency, and maintain compliance with internal and external standards and regulations.
As a member of the Strategy, Governance and Controls team, this role is critical in ensuring that Manulife Bank’s risk management framework is effectively implemented and that our first line of defense controls are robust and functioning as intended.
Position Responsibilities:
Develop and implement a comprehensive operational controls strategy for each of the Bank’s business lines (Specialized Lending, Residential Lending and Retail Products) that aligns with regulatory requirements.
Lead the design, implementation, and maintenance of operational control policies, and procedures across the business lines.
Identify and assess operational risks by taking ownership of Risk and Control Self Assessments (RCSA); work in partnership with the operational controls team and line 1B to conduct periodic controls testing and develop mitigation strategies and controls to address gaps.
Collaborate with cross-functional teams to enhance control environments and integrate controls into business processes by exercising sound judgement in evaluating control gaps and developing practical and value-added recommendations.
Provide leadership and guidance to the business lines, ensuring effective execution of responsibilities and continuous development of team members.
Prepare and present reports on the effectiveness of controls to senior management and other stakeholders.
Stay informed of industry trends, regulatory changes, and emerging risks to proactively adjust control strategies and practices.
Lead initiatives to enhance first line risk management capabilities and promote a culture of control awareness and accountability.
Be the single point of contact for any internal and external audits, compliance testing activities, ensuring timely and accurate responses to inquiries and audits.
Required Qualifications:
Bachelor’s degree in Business Administration, Finance, Accounting, or a related field. A Master’s degree or relevant certifications (such as CPA, CIA, or CISA) is preferred.
A minimum of 8 years of experience in operational controls, risk management, audit or a related leadership role.
Proven experience in developing and implementing operational control frameworks and conducting risk assessments.
Strong leadership and team management skills with the ability to foster a culture of compliance and continuous improvement.
Excellent analytical and problem-solving abilities with a focus on detail and accuracy.
Exceptional communication and interpersonal skills, with the ability to effectively communicate complex control issues to diverse audiences.
Strong organizational and project management skills, with the ability to manage multiple priorities and deadlines.

Salary range is expected to be between
