Reporting to the Manager, Royalty Policy, the Senior Policy Analyst plays a key role in shaping royalty policy across Alberta’s energy and mineral sectors. You will serve as a subject matter expert, providing advice, analysis, and leadership in the development, evaluation, and implementation of royalty frameworks that ensure Albertans receive fair value for their shared resources.

Policy & Regulatory Development:

  • Develop and evaluate policies, legislation, and regulations aligned with Alberta’s energy and climate objectives.
  • Identify policy gaps, risks, and opportunities through consultation and research.
  • Lead or collaborate on working groups to support regulatory and legislative development.


Research & Analysis:

  • Conduct economic, industry, and stakeholder analysis to inform robust policy recommendations.
  • Lead long-term or complex research projects related to royalty systems and tenure frameworks.
  • Produce briefings, reports, and presentations for senior officials and stakeholders.
  • Participate in departmental, intergovernmental, and industry committees related to tenure and royalty policy development, as required.


Stakeholder Engagement:

  • Build and maintain relationships with key partners including government ministries, industry stakeholders, and NGOs.
  • Lead stakeholder consultations, facilitate discussions, and integrate diverse perspectives into policy design.


Program Support & Operations:

  • Support the implementation of royalty and tenure programs in alignment with policy intent.
  • Provide technical advice on compliance, contracts, and operational decisions.


Branch Contribution:

  • Mentor junior staff and contribute to a positive, collaborative team culture.
  • Represent the branch on intergovernmental committees and working groups.

The position must be able to work with other levels of government as required. Building networks with key contacts is a key component for success in this role as these contacts possess information and knowledge necessary for completion of policy
  • Creative Problem Solving - Policy analysis often requires the use of varied and incomplete data. This shortfall will require the use of novel approaches to complete analyses and obtain reliable, useful results.
  • Drive for Results - Time constraints and competing tasks can be significant during policy development. This position will need to balance various requirements while meeting deadlines.
  • Agility - Policies are shaped by shifting political priorities, emerging social issues, stakeholder interests, and evolving legislation. The position assumes the possibility to adapt recommendations based on feedback, without losing momentum or clarity in the policy direction.

Qualifications

University graduation in a related field (Public Administration, Business, Arts, Economics, Political Science, International Relations) plus 4 years progressively responsible related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education.


Assets:

  • Experience working in the public sector or within public sector decision-making processes.
  • Prior experience working in the energy and minerals industry or related ministries and agencies.
  • Experience applying energy and environmental related policies and legislation in delivery of job objectives.
  • Experience in research and analysis, technical writing and briefing, and project coordination.
  • Experience in preparing cabinet packages and decision-making documents for senior leadership.

Terms of Employment: This is a permanent, full-time position.
