The Lead Technical Analyst, Information Resource Management, designs, implements, and optimizes content management strategies to improve collaboration, streamline workflows, and ensures their compliance with industry standards. The incumbent analyzes DCC's information management needs, recommends and implements solutions that leverage electronic content management (ECM) and SharePoint Online platforms, and works closely with cross-functional teams to ensure the effective use of these tools in support of business objectives. The Lead Technical Analyst ensures the effective use of data, implements technical solutions, and optimizes data storage and retrieval methods to improve operational efficiency. In addition, the incumbent works closely with cross-functional teams to understand business requirements and translate them into technical solutions, ensuring data integrity, security, and compliance with industry standards.


KEY AND PERIODIC ACTIVITIES
The duties and responsibilities listed below are representative but not all-inclusive:

Primary

  • Lead the design and implementation of ECM strategies, including those related to document management, records management, and workflow optimization
  • Implement, manage, and optimize SharePoint Online platforms, ensuring effective document storage, collaboration, and integration with other platforms
  • Develop SharePoint Online governance and ensure it meets organizational needs
  • Collaborate with stakeholders to gather and analyze business requirements related to information management systems and data processes
  • Develop and implement technical solutions that ensure effective data storage, retrieval, and reporting
  • Monitor and enforce data quality standards, ensuring accurate, complete, and timely data for analysis and decision-making
  • Provide technical support for information management systems, troubleshooting issues related to data access, performance, and security
  • Assist with integrating new data sources, migrating legacy data, and ensuring seamless transition during system upgrades and transitions
  • Maintain detailed documentation on technical processes, system configurations, and troubleshooting steps, and prepare regular reports to stakeholders on system performance,  issues, and improvements
  • Ensure all information management systems comply with government data security and privacy regulations
  • Identify opportunities to improve the efficiency and functionality of information management systems through performance tuning, automation, and other technical enhancements
  •  Support end-users with training, and provide guidance on best practices for data management and system usage
  • Develop and maintain effective relationships with DCC, and with industry, the Client- Partners and/or stakeholders
  • Ensure quality standards are met, in line with corporate expectations
  • Manage risk

SKILLS
General and Specific Knowledge

  • Best practices, methods, trends, and legislation in IT
  • Proficiency in database management systems such as Structured Query Language (SQL), Oracle and MySQL
  • General knowledge of information management frameworks and methodologies such as Data Management Association (DAMA) and The Open Group Architecture Framework (TOGAF)
  • Expert knowledge of SharePoint Online, including configuration, document management, content lifecycle management, and user permissions
  • Experience with ECM solutions such as Laserfiche, and their integration with SharePoint Online
  • Project and risk management principles

Formal Education and/or Certification(s) and Experience
•  Minimum: undergraduate degree in computer science, information technology or a related field with eight years’ relevant experience in technical analysis or a similar role focused on information management or data-related projects, or the equivalent
•  Preferred: university degree in computer science with Project Management Body of Knowledge (PMBOK) and Information Technology Infrastructure Library (ITIL) knowledge/education/training, and Information Management best practices

Abilities

  • Use applicable computer software and operating systems
  • Demonstrate excellent analytical and troubleshooting skills, along with the ability to identify root causes of issues and provide effective solutions
  • Possess strong verbal and written communication skills, with the ability to translate technical jargon into clear, understandable terms for business stakeholders
  • Possess strong organizational skills with a high level of attention to detail and focus on delivering quality results

  • Provide functional direction and advice to IT staff and DCC employees

To begin a career with Defence Construction Canada (DCC), you must be a Canadian Citizen or a permanent resident of Canada.  As a condition of employment with DCC, a minimum reliability security status clearance is required and some roles may require secret security status clearance.

DCC is responsible for the Personnel Security Clearance process. Typically to be eligible for a "Reliability" clearance, you must have five years of verifiable background information and to be eligible for a "Secret" clearance, you must have 10 years of verifiable background information. The process usually involves reference inquiries, verification of qualifications, criminal records checks, and credit checks (as required) and may require fingerprints. The appropriate security clearance is a condition of employment and it is the candidate’s or employee’s responsibility to ensure, they are able to obtain and maintain their required security level clearance to begin or continue their employment with DCC.  Failure to obtain or maintain, the appropriate level of security clearance means either the candidate or employee will not receive a job offer, the conditional offer will be rendered null and void or their employment will be terminated with cause. A thorough security clearance process will be applied to all candidates or employees considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

  • criminal record checks

  • reference checks

  • previous employment

  • open source checks

  • credit/financial status
