We’re seeking a skilled Business Analyst to support a regulatory and service delivery transformation project within the public sector. The successful candidate will bring experience working on complex systems involving compliance, licensing, and operational service delivery. This is a remote opportunity ideal for someone who thrives in a fast-paced, cross-functional environment and is comfortable engaging with both technical and business stakeholders.

Roles and Responsibilities

  • Analyze and translate complex business and functional requirements into high-level system functionality.

  • Facilitate requirements gathering sessions and process walkthroughs with internal and external stakeholders.

  • Conduct gap analysis and define current vs. future state processes.

  • Develop documentation including user stories, use cases, flow diagrams, and functional specifications.

  • Collaborate with technical teams to ensure system design aligns with business needs.

  • Support UAT planning and execution.

  • Contribute to business process improvements and policy recommendations.

  • Assist with change management, training preparation, and stakeholder communications.

  • Coordinate with privacy and security teams on compliance assessments.

Qualifications and Skills

  • 5+ years of experience as a Business Analyst in public sector or regulatory environments.

  • Experience with service delivery, licensing, or compliance-related systems.

  • Strong understanding of Agile or Hybrid Agile methodologies; experience using JIRA or similar tools.

  • Demonstrated ability to gather and document complex requirements and translate them into functional solutions.

  • Excellent communication and stakeholder engagement skills.

  • Knowledge of relevant regulatory frameworks or legislation is an asset.
