We have exciting opportunities in the following areas:

 

 

Financial Planning

You will play an integral role in the preparation of the ministry’s annual budgets, forecasts, quarterly fiscal updates and supporting preparation of the ministry’s Annual Report. You will provide ongoing, timely, relevant and accurate analysis, advice, and recommendations to decision-makers on fiscal planning matters. Some responsibilities will include the reconciliation of general ledger accounts, preparing and supporting documentation for audits and coordinating performance audit work within the ministry. You will be involved in initiatives required for short and long-term budgeting and current year expenditure forecasting. You will also analyze and interpret financial material from business areas within the ministry and compile and consolidate three-year budget plans and other financial submissions.

 

Financial Reporting

You will play an integral role in producing multiple financial reports in accordance with government policies, processes, guidelines, and Generally Accepted Accounting Principles. Some activities include the preparation of the ministry’s quarterly financial information, various public disclosures, year-end financial reporting and addressing the ministry's financial audit requirements. You will use your knowledge and experience to assist in providing financial reporting services, such as financial information preparation for the Annual Report, quarterly actual results and ad hoc management reporting. 

 

Financial Operations

You will play an integral role in the comprehensive management of the ministry’s financial operations. This includes developing and implementing ministry-wide financial policies and procedures, helping to address the ministry’s financial audit requirements, developing and implementing ministry-wide internal controls, and reviewing the day-to-day financial operations. You will maintain the integrity of financial data within the following functions: Grants and Contracts, Travel & Expense Claims, P-Card, Accounts Payable (AP), Accounts Receivable (AR) and General Ledger.

Typical duties at this level include but are not limited to:

•    Analyzing financial information to provide advice. This entails identifying possible options and recommending a course of action. 
•    Coordinating and preparing financial statements and updates. 
•    Acting as a ministry representative in explaining audit concerns and implement audit findings. 
•    Providing financial advice and guidance to clients to ensure compliance with financial regulations and policies. 
•    Conducting research and work with senior employees in the development and enhancement of ministry financial processes or programs.
•    Audit submissions and ensure compliance to program legislation and policies
•    Conducting analysis and interpretation of financial data. 
•    Explaining financial information, processes, and programs to clients. 
•    Discussing issues with clients and make recommendations regarding possible solutions.
•    Participating in external or internal committees and the ministry representative. 
•    Provide mentorship and/or supervision of junior employees.

Qualifications

 

Accounting designation plus 3 years additional related experience.

 

Equivalencies will be considered as outlined below:

•    University graduation in a related field plus 5 years progressively responsible related experience. 
•    Related diploma plus 7 years directly related experience.

 

Required:

•    Advanced skills in Microsoft Office, including Word, Outlook, Excel and PowerPoint
•    Use of accounting and/or other software to support data manipulation and reporting (i.e. SAP, Oracle, intermediate to advance Excel)
•    Preparation, review, and presentation of financial statements and information (full or in part)
•    Experience with the application and research of accounting policies, practices, and theories such as Generally Accepted Accounting Principles (GAAP)

 

 

Assets:

•    Knowledge of the Government of Alberta's applicable legislation (e.g., Financial Administration Act, Fiscal Planning and Transparency Act, Government Organizational Act, and Alberta Public Agencies Act)
•    Knowledge of Public Sector accounting Standards (PSAS)
•    Experience with financial controls and audit procedures
•    Supervisory Experience
