The Alberta Chief Firearms Office is responsible for administering the federal Canadian Firearms Program to oversee firearms licenses and registration, maintain provincial firearms safety training standards, assist and collaborate with law enforcement agencies to help enhance public safety, inform Albertans about firearms safety and advocate for law-abiding firearms owners. 

Firearms in Canada are regulated by the Firearms Act and Part III of the Criminal Code. The Government of Alberta administers the Canadian Firearms Program in the province, while the federal government is responsible for creating firearms legislation and regulations in Canada. The Alberta Firearms Act clarifies the role of the Alberta Chief Firearms Office.

Role Responsibilities

Join the Alberta Chief Firearms Office as Manager - Operations and play a vital role in overseeing regulatory compliance, supporting law enforcement, and ensuring responsible firearms governance across the province. This is your opportunity to make a meaningful impact in a high-responsibility role. 

Reporting to the Director of Operations and Licensing, you will be responsible for managing a team of Senior Firearms Officers, Firearms Officers, and Firearms Agents who provide operational services for the provincial delivery and management of the federal Firearms Act. The services provided in this role enhance public safety through the responsible administration and management of firearm licensing and serve a variety of stakeholders. 

You will be responsible for overseeing day-to-day operations and reviewing all Firearms Officer decisions regarding the eligibility of license holders or applications to hold firearms licenses. You will also review all proposed corrective actions, public safety concerns and prioritize and assign investigations. 

 

Additional key responsibilities include but not limited to: 

 

Leadership and Accountability: 

  • Working in accordance with the Firearms Act and regulations, other related federal and provincial legislation and the Canadian Firearms Program.
  • Exercising and promoting good judgment within the framework of protocols established by the DCFO, the Firearms Act and the Canadian Firearms Program.

Service Delivery Excellence:

  • Managing the conduct of firearms related investigations, liaising with internal and external stakeholders such as Law Enforcement Agencies, Court Personnel and Medical Practitioners.
  • Reviewing legal documents, including official Notices of refusal/revocations, court briefs and summaries of complex investigations
    that initiate preventative Prohibition Orders for reference hearings, and providing support to Crown Counsel and/or explanation of actions and decisions to the client (e.g. license holders).

Role Responsibilities (Continued)

Operational Planning and Program Implementation: 

  • Establishing tracking, reporting and evaluation systems for the operational cycle as required by the Canadian Firearms Program and the ACFO.
  • Providing advice to senior leadership on trends, issues and methodologies surrounding potential incidents, risks, breaches and threats to public safety from firearms. This includes advising on issues related to criminal activities, mental health or questionable affiliations or proclivities of firearms applicants and licenced clients, businesses and others under the Firearms Act.

Stakeholder and Public Engagement: 

  • Overseeing Firearms Officers' and Firearm Agents' consultations and communication with firearms industry representatives (e.g. importers, exporters, manufacturers, wholesalers and retailers), organizations (club and range operators) individual firearm clients, law enforcement agencies, court officers and other government employees.
  • Providing interpretation and advice concerning the administration of the Firearms Act and its regulations and Part III of the Criminal Code and its associated regulations to the general public and internal and external stakeholders.

Human Resource Management: 

  • Supporting recruitment processes within the unit including reviewing staffing needs, analyzing FTE, budget realities and completing staffing requests.
  • Ensuring performance management processes such as the Performance Excellence Agreements are in place and encouraging staff participation in career path processes that benefit the individual and organization.

Ideal Candidate would have knowledge, ability and skills as below:

 

  • The Firearms Act and regulations, Canadian Firearms Program and Part III of the Criminal Code and its associated regulations.
  • Interrelationship between the province and the federal government as it relates to the administration of the Firearms Act.
  • Government and departmental processes for approvals, planning, financial management and human resource management.
  • Rules of disclosure for materials in an investigation, the investigative process, including liaison with local Crown Counsel; disclosure planning and completing court briefs; and techniques for preparing and organizing evidence and support documentation required to present testimony in court.
  • Obtain and maintain an Enhanced Reliability Security Clearance conducted by the RCMP.
  • Understand and articulate complex issues concerning the administration of the Firearms Act in Alberta.

Qualifications

  • A university degree in a related field (Criminal Justice, Law Enforcement, Public Policy, etc.).
  • Four years of related experience (Senior Policy Analyst, Compliance Investigator, Policy Manager, etc.).

 

Equivalencies may be considered on a one for one basis. 

 

Assets: 

  • Working knowledge of the Firearms Act, Canadian Firearms Program, and Part III of the Criminal Code.
  • Working experience supervising and reviewing subordinates work requiring you to make recommendations. 
  • Working experience conducting public safety investigations. 
  • Previous Experience in leadership or Managermenet roles in a law enforcement environment.

  • Working hours are Monday to Friday, 36.25 hours per week. 

  • One full-time permanent position located at First & Jasper, 10065 Jasper Ave NW, Edmonton, Alberta T5J 1W9.

  • One full-time permanent position located at Harry Hays Building, 220 4 Ave SE, Calgary, AB T2G 4X3.  

The successful candidates must hold a valid Class 5 Alberta driver’s license. Travel throughout Alberta is a requirement of this position. 

 

As a condition of employment, the successful candidate must hold a Restricted Possession and Acquisition Licence(R-PAL) or obtain an R-PAL as a condition of employment. The successful candidate will be required to complete Alberta Peace Officer Investigator training and be eligible to obtain a Peace Officer Appointment. They will also be required to obtain and maintain Peace Officer status (Alberta Peace Officer Level 2). 

Final candidates will be required to obtain and maintain an Enhanced Reliability Security Clearance conducted by the RCMP.
