Role Responsibilities

Alberta’s Emission Offset Engineer plays a critical role in supporting the province’s industrial carbon pricing and emissions trading system under the Technology Innovation and Emissions Reduction (TIER) Regulation. This specialized engineering role leads the coordination, development, and continuous improvement of Alberta’s emission offset system.

In this role, you will apply engineering expertise, carbon market knowledge, and technical insight into greenhouse gas (GHG) mitigation, with a focus on quantification, measurement, and verification. Core responsibilities include policy development, offset project assessments, regulatory assurance processes, stakeholder engagement, and support for Alberta’s carbon credit registry.

Detailed knowledge of engineering processes, emission sources, and emission control technologies will be required to develop and evaluate emissions quantification methodologies. As well, the incumbent will need to have a strong understanding of the current Alberta industrial greenhouse gas regulation in order to be able to conduct reviews and provide recommendations that are aligned with the policy and regulatory intent of the regulation.

You will work collaboratively with internal teams and external partners to develop and evaluate offset protocols across multiple sectors, including oil and gas, agriculture, waste management, renewable energy, and other industrial sources. This role also contributes to cross-government initiatives and supports alignment with federal, provincial, and international carbon systems.

You will also be responsible for:

• Ensuring scientific accuracy and regulatory compliance under the TIER regulation through technical reviews for system and protocol adherence and eligibility, offset protocol evaluations and revisions, as well as assessments of stakeholder deviation requests.
• Supporting climate and carbon policy development by providing expert advice on scientific integrity, evaluation of emerging mitigation technologies, and integration with carbon markets.

• Contributing to the development and review of quantification protocols, ensuring methodological rigor, transparency, and relevance to Alberta’s regulatory context.
• Leading and managing GHG mitigation research initiatives and external contracts, conducting jurisdictional scans, and representing Alberta in intergovernmental and federal working groups.
• Overseeing reverification activities and service provider performance, including contract execution, deliverable reviews, performance assessments, and participation in site visits.
• Providing technical and engineering support to climate, offset, and broader environmental initiatives, contributing to cross-divisional and interdepartmental priorities.

Qualifications

Education: University graduation in Engineering or Applied Science or Geology or Geophysics, or graduation from a recognized School of Architecture, plus five years related experience; or equivalent as described below. Eligible for membership with the APEGA or AAA.

Note: Eligibility means you have either applied to become a registered member on the APEGA website, is enrolled as an Engineer-in-Training (EIT), or has completed the requirements to become a professional APEGA member.

Equivalencies (considered on the basis of):
1 year of education for 1 year of experience; or
1 year of experience for 1 year of education.

Additional Requirements:

• Educational background in environmental, chemical, or mechanical engineering, combined with offset or carbon credit markets or systems knowledge to lead project and protocol assessments and technical analyses for the Government of Alberta.
• Strong research and analytical skills, with the ability to interpret statistics, scientific principles, and regulatory requirements.
• Decision-making ability to maintain the integrity and credibility of Alberta’s emission offset system.
• Proven project management skills, capable of tracking and advancing multiple projects at different stages of development.

Notes

This is a full-time, permanent position based in Edmonton, with a schedule of Monday to Friday, 36.25 hours per week.
