Role Responsibilities

Reporting to the Product Manager within the Motor Vehicles Modernization Unit of the Traffic Safety Services Division, the Sr. Business Analyst is responsible for various department digital products and will be leading and supporting cross-ministry collaborative work for the Registries Modernization Initiative which has been tasked modernizing the motor vehicle registry, including the replacement of Alberta’s legacy motor vehicle system (MOVES). 

Representing TEC, the Sr. Business Analyst will work with Service Alberta and Red Tape Reduction and Technology and Innovation ministry partners, product teams, vendors and stakeholders to plan, design, test, and implement programs, policies and technologies that transform the motor vehicle registry. The Analyst is responsible for leading and supporting teams by applying best practice project management principles while leveraging agile methods and ways of working to advance the Government of Alberta’s digital strategy.

The responsibilities of these roles include:

• Effective planning of business application projects in support of the digital roadmap, the business plan and other departmental objectives.
• Business application support, changes, modernization, and new technology development.
• Leading new initiatives, processes, and policy direction.
• Providing oversight and coordination throughout the product development stages from discovery, design, testing, and implementation of the new digital services.
• Contributing to continuous improvements and/or transformation of legacy systems and services by supporting strategic and operational planning activities.
• Engaging with senior and executive leadership to define modernization vision, release goals and roadmap, while representing the voice of the business and end users.
• Identifying options, trade-off, priorities, alternatives, etc. to optimize service delivery.
• Applying a user-centric mindset to product activities supported by tools and techniques in design thinking and grounded in agile product development ways of working.
• Supporting the people side of change that new system development brings.

To be successful in this position, you will demonstrate:

• Expert knowledge of Alberta’s motor vehicle registry and existing systems, including (MOVES)
• Strong communication and collaboration skills to engage with a broad cross section of partners to gain a strong understanding of operational needs, priorities, and end user needs and perspectives, etc. to successfully deliver the product.
• Project management skills and knowledge of applying best practices using iterative or agile, and hybrid delivery models.
• Ability to self-motivate, manage workloads, and provide clear communications and direction.
• Strong planning skills, and the ability to work autonomously with strict timelines to meet deadlines, and work with agility to adapt to project changes or directions.
• Tactical problem solving that support innovation and ensure optimal product efficiencies and effective outcomes.
• Knowledge of change management methodologies and best practices.
• Knowledge of agile product development approaches and best practices.
• Understanding of the motor vehicle registry and transportation legislation, regulations, policies and processes the govern transportation safety programs and registry services within the GoA, including the Traffic Safety Act.

Qualifications

Requirements:

• Bachelor’s degree in Business Administration, Information Technology, Computer Sciences, or a related field supplemented by at least four (4) years of progressively responsible experience.
• Experience interpreting and applying complex regulatory frameworks, including the Traffic Safety Act.
• Experience developing, enhancing and/or maintaining complex business applications.
• Experience with complex usability and user acceptance testing.

Equivalencies:

• A related two-year diploma and a minimum of six (6) years of related experience; or
• A related one-year certificate and a minimum of seven (7) years of related experience; or
• A minimum of eight (8) years of related experience.

Assets:

• At least two years of experience in project management and/or coordination for information technology projects is required, and/or experience as a business analyst/product owner preferably within the public sector environment.
• Experience supporting program teams and leading projects with positive results.
• Experience in working with a variety of project disciplines, including agile, scrum, waterfall and hybrid.
• Experience developing and presenting options to decision makers.

Additional Position Details:

• Term of Employment: Permanent, Full-time position.   
• Hours of Work: 7.25 hours daily / 36.25 weekly – Monday to Friday.
• Location: Twin Atria Building | 4999 98 Ave NW, Edmonton, AB T6B 2X3.
