Role Responsibilities

Are you looking for a diverse career where you can make a difference for Albertans?  Then consider joining our highway operations team in Pincher Creek as the Field Support Technologist (FST) and help us keep our highways safe.
 
Reporting to the Operations Manager, the Field Support Technologist (FST) position is primarily responsible for providing the technical expertise required for the delivery of the Highway Maintenance Contract to ensure the protection and preservation of the highway infrastructure and safety of the traveling public. It encompasses both materials and survey disciplines and supports the administration of the Provincial Highway Maintenance Contract by auditing technical work done by maintenance contractors and consultants.  Collects and maintains inventory and condition rating information for the asset management and pavement preservation programs within the departments.  Acts in the capacity of the Maintenance Contract Inspector (MCI) in his absence. 


This position is responsible for administering the road maintenance program in Contract Maintenance Area (CMA) 522 in addition to managing CMA highway operations, to ensure the safety and convenience of the motoring public.
 
The Field Support Technologist for CMA 522 will assist the CMA 522 MCI in planning, ordering, overseeing, and monitoring the road maintenance programs to ensure that the work carried out by the Highway Maintenance Contractor (HMC) is in accordance with the contractual agreement. The FST will assist the MCI in managing a budget of approximately $10 to $12 million annually and can be expected to liaise with the public, contractors, officials of other provincial departments and municipal government officials. In this role you will patrol area roads and bridges to observe highway conditions, identify maintenance requirements, and authorize and monitor the work in progress within approved budget allocations. 
 
In addition, you will contribute to highway design and construction, roadside development and highway improvement projects. As the ideal candidate, in addition to your technical ability you will be capable of providing creative and innovative solutions to complex maintenance and construction problems, effective communication skills, and demonstrate the ability to set priorities and schedules to balance multiple tasks on an ongoing basis.

Qualifications

Required:
 
•    2 year technical diploma in Civil Engineering Technology or a related field. 
•    Four (4) years of related experience in road design, construction, maintenance, and contract administration. 
•    A valid Alberta Class 5 Driver’s Licence or equivalent.
•    Experience in highway maintenance activities and budgeting, roadway design and structure, and management of traffic safety issues.
•    Experience/ thorough knowledge of preliminary survey, construction layout, construction practices, plan/profiles, mosaics, as-built surveying, and project management.

 

Equivalencies
 
•    A related four-year degree and a minimum of two (2) years of related experience;
•    A related one-year certificate and a minimum of five (5) years of related experience; or 
•    A minimum of six (6) years of related experience in lieu of formal education.

 

Assets:

•    Ability to provide accurate and concise survey and materials testing information for quality control and to ensure that contract specifications are adhered to.
•    Advanced knowledge of Microsoft Office software (Word, Excel, Access) to provide documents, spreadsheets, reports and maintain and update various software databases.
•    Sound knowledge of GPS (Global Positioning System) satellite hardware and procedures for collecting all highway appurtenance information within a contract maintenance area (CMA) for the asset management within the Department (TIMS, AIA).
•    Ability to import, export, edit and manage and process collected appurtenance data using Datalogger for Appurtenance Inventory Application (AIA).
•    Advanced knowledge of PMA - M software for creating work orders for accepting or rejecting work, verifying quantity and quality of completed work for payment to maintenance contractors.
•    Working knowledge of PMA - M software to provide revisions/updates of bid items, unit prices, CMA segments, job numbers to the databases for the maintenance contract and to generate progress estimate payments to the maintenance contractors. 
•    Sound knowledge of "Impromptu" software for generate ad-hoc queries by the public and generate reports to audit and monitor the contractors performance and to track the budget requirements. 
•    Sound knowledge of TIMS (Transportation Infrastructure Management System), to provide new and updated GPS data for incorporation into the system.  
•    Experience in evaluating new technologies, the flexibility to learn new skills, and adaptable to new situations.
•    Strong understanding of traffic safety, traffic accommodation strategies and traffic management through work zones and procedures for emergency situations. 
•    Experience in assisting with planning and scheduling of work to fit within allocated budgets.
•    Knowledge of winter and summer maintenance methodologies and emergency response protocols.

Notes

Additional Position Details:
 
•    This position is a permanent, full-time role with the standard weekly work hours of 36.25, Monday to Friday (8:15 am – 4:30 pm). 
•    Travel is required in this position: candidates must possess a valid driver’s license.
