As the Manager, Evaluation and Finance, you’ll play a pivotal role in advancing evidence-based policy, improving program outcomes, and driving financial accountability. Reporting to the Director, Strategic Integration and Program Excellence, you will lead a multidisciplinary team of evaluation, finance, and training professionals to support the division’s strategic goals. Your work will be central to aligning programs and initiatives with government priorities, ensuring fiscal stewardship, and embedding a culture of continuous improvement. This role combines strategic planning, program evaluation, adult learning, and financial oversight—all within a dynamic public service environment.

Your key responsibilities include:


•    Leading the evaluation and monitoring of division-wide policies, programs, and services
•    Developing frameworks, tools, and performance measures to support outcome-based decision making
•    Driving the development and implementation of a multi-year evaluation and strategic plan
•    Coordinating progress reporting against divisional strategic and business plan priorities
•    Overseeing financial planning, reporting, forecasting, and contract management for the division
•    Supporting adult learning through the design, development, and maintenance of training content
•    Providing leadership, mentorship, and performance management to a team of analysts and advisors
•    Fostering collaboration with internal and external stakeholders to build alignment and trust
•    Advising executive leadership using evidence-driven recommendations that shape policy and programs
•    Managing multiple high-priority files with a focus on efficiency, accuracy, and innovation

Qualifications

Required:


•    A related university degree (e.g., Business, Public Administration, Social Science etc.), supplemented by at least four (4) years of related experience. Equivalencies may be considered. 
•    Demonstrated experience in managing a team of professionals
•    Experience with financial management (e.g., budgeting, forecasting, financial reporting)

 

Preferred:


•    Strong understanding of adult learning principles, instructional design, and curriculum development
•    Familiarity with grant programs and funding agreements
•    Credentialed Evaluator designation or PMP certification, or similar

 

Equivalencies are:


A related two-year diploma and a minimum of six (6) years of related experience; a related one-year certificate and a minimum of seven (7) years of related experience; or a minimum of eight (8) years of related experience in lieu of formal education.

Notes

Additional Position Details:


•    This position is a permanent, full-time role with the standard weekly work hours of 36.25, Monday to Friday (8:15 am – 4:30 pm). 
•    Location: Twin Atria Building, 4999 98 Ave, Edmonton, AB T6B 2X3
•    Travelling will consist of less than 10% of the work schedule.
