Overview

We are currently looking for someone to join our team in the role of Director of Procurement & Contracts.  This position is based out of our Waterloo, ON corporate office, with Hybrid working options available.

 

Reporting to the Chief Financial Officer, the Director of Procurement & Contracts is responsible for strategic leadership, planning, and execution of all procurement and contract management activities within the organization. This role ensures compliance with legal and regulatory requirements, internal policy requirements, promotes cost-effective purchasing and establishes strong vendor relationships to support organizational goals.The role will use a central-led approach based on collaboration with stakeholders and systems outputs, reports and data analysis to implement process improvement opportunities. We are a leader in the Home and Community Healthcare sector and we have unique funding and revenue streams. What The Role Involves

Procurement


• Develop and lead the organization’s value-based procurement strategy to support operational needs and long-term goals.
• Manage, update, develop or enhance procurement policies for the organization.
• Oversee sourcing and negotiations with suppliers, vendors, and service providers to secure high-quality products and services at optimal value.
• Oversee collaborate closely with clinical, finance, HR, IT, and operations teams to forecast procurement needs and ensure timely fulfillment.
• Oversee facility procurement requirements, including the management of renovations and relocations of physical sites.
• Ensure compliance with Ontario Health system regulations, including procurement standards for organizations receiving government funding.
• Manage reimbursement process for items procured on behalf of the government or other agency.
• Manage supplier performance, including service levels, delivery standards, and issue resolution.
• Lead initiatives that use technology and other enablers to streamline and improve procurement processes.
• Maintain accurate procurement documentation and reports for internal stakeholders, funders, and auditors.
• Support & oversee ERP system implementation and testing for Procure to Pay cycle.
• Provide leadership, mentorship, and direction to the procurement team.
• Align ethical, sustainable, and inclusive procurement practices to internal policies.

 

Contract Management


• Oversee or support department leads with procurement.
• Oversee vendor and subcontractor contract lifecycle management, including drafting, negotiation, risk assessment, contract compliance, and renewals.
• Manage the central electronic storage of all contracts (vendor and service contracts), contract compliance and renewals/amendments.
• Oversee lease negotiations and renewals, and landlord relationship management

• Oversee and liaison with various internal partners to ensure contract implementation.
• Manage access controls to central electronic storage of contracts
• Manage and liaison with the internal relationship manager with regards to compliance with contract commercial terms (non-clinical oversight).
• Manage general contracts-related internal and external communications.
• Support leadership team in the review and negotiation of healthcare service contracts.
• Manage, develop or enhance all contract templates.
• Support in obtaining the authorization in compliance with CarePartners financial approval policies.
• Provide leadership, mentorship, and direction to the contracts team.

What You Bring

  • Bachelor’s degree in business, supply chain management, or related field
  • Recognized professional accounting designation (i.e. CMA, CGA, CPA)
  • Five (5) years of post-designation related work experience at a managerial/leadership level
  • Ability to build, prepare, execute and present reports with a high degree of accuracy
  • Demonstrated experience with strategic sourcing, vendor negotiations, vendor management and contract law.
  • Problem solving and strong solution-focused thinking skills
  • Experience on complex large-scale application implementation projects
  • Proven progressive leadership with a focus on results and fostering partnerships with other divisions
  • Knowledge of procurement/purchase order process and a solid understanding of contractual agreements
  • Strong interpersonal skills and relationship building skills
  • Keen attention to detail, ability to prioritize, multitasking skills and organizational skills
  • Positive attitude, willing to learn, grow and be an integral member of the team
  • Excellent English verbal and written communication skills
  • Experience in the healthcare or homecare sector considered an asset
