Ensures that initiatives and solutions, programs and processes are consistently and effectively implemented across the PMO. Develops professional project management practices through defined practice management tools & techniques, standards as well as the adoption of the associated behaviours. Conducts training, facilitation and applies change management expertise to drive business results. This role requires a blend of project management, project risk control testing and project management tools knowledge and experience.
- Utilize project management practices to efficiently provide consultation and training to projects and programs regarding the data presented in reports and insights in PBI dashboards.
- Perform assessments and testing activities to ensure the quality and compliance of project and program deliverables.
- Hands on experience with tools such as PBI, Clarity, Planview, Jira, ALM, Copilot, and Power Apps. Be able to pull reports and follow up with the project managers on the results and updates.
- Provide detailed requirements and specifications for new tools and applications including emerging technologies enhance the functionality and efficiency of PMO processes.
- Collaborate with cross-functional teams, including development, to ensure seamless integration and implementation of new tools and technologies.
- Implement and monitor project management practices within the team to ensure consistency, efficiency, and alignment with Project Management Process Office and Organizational Change Management CoE practices.
- Develop PMO internal project management documentation and guidance, create templates, guidelines, and training materials tailored to the team’s needs to ensure clarity and uniformity in project execution.
- Optimize and simplify PMO operational processes, analyze current workflows and routines to identify inefficiencies, redundancies, or pain points. Propose and implement improvements to streamline operations while maintaining compliance and quality standards.
- Prepare, maintain and update PMO process documentation, ensure all PMO internal documents, and guidelines are up-to-date, stored and maintained in PMO library, and reflect current standards, practices, and lessons learned from audits and other reviews.
- Facilitate project management training and development, coordinate training programs and PMO info sessions to enhance the team’s project management capabilities. Provide ongoing support to address knowledge gaps and promote continuous learning.
- Act as a liaison for project managers communication, serve as the central point of contact for the PMO regarding project-related queries, ensuring project managers are informed of progress, risks, and outcomes in a timely and transparent manner.
- Monitor project risk controls and compliance, track project risks and assess their potential impact. Review deliverables to ensure they meet defined quality standards, timelines, and compliance requirements according to Project and Change Management Risk Directive.
- Evaluate the effectiveness of PMO controls, identifying gaps or areas of non-compliance, and provide clear, actionable feedback for improvement of PMO controls framework and document updates regularly.
- Execute Controls Testing, perform both manual and automated testing of project management controls, ensuring adherence to enterprise and regulatory standards. This includes verifying that processes, procedures, and tools are aligned with the PMO Controls framework.
- Communicate, collaborate and coordinate with CTU, 2nd line PM&C Risk and Corporate Audit teams to ensure consistent and applicable testing evidence is provided, and timely completion of the requests. Effective communication and collaboration are essential.
- Assist in evaluating the risks associated with identified results gaps, and contribute to risk mitigation plans, ensuring these are communicated effectively to internal and external stakeholders. Contribute to the project management and agile continuous improvement processes and its documentation to prevent future under performances.
- Assess complex monitoring activities associated with the control frameworks. Ensure activities are performed accurately, thoroughly, and in accordance with dynamic regulatory, operational risk requirements, and/or industry best practices, and activities meet timeframe standards.
- Develop and maintain reports on the status of the governance and control program or framework components to various stakeholder audiences. Including quarterly, annual, and ad-hoc reporting.
- Interprets new regulations and assesses impacts to the PMO control framework.
- Responsible of the deliverables related to control testing: test plan, test design, test execution, test exit report, test summary report, status reporting. The quality of the deliverables must be objective, clear, concise and timely
- Identifies control deficiencies and provides a fair and balanced assessment of their magnitude
- Ensures that all work executed is conducted in accordance to PMO processes and follow the testing/QA and other enterprise directives and guidelines as required
- Manages databases and provides support for analysis, forecasting and/or data visualization, ensuring adherence with data governance standards.
- Builds change management plans of varying scope and type; leads or participates in a variety of change management activities including readiness assessments, gating, planning, stakeholder management, execution, evaluation and sustainment of initiatives.
- Collaborates with internal & external stakeholders to successful implementation of practice management solutions
- Provides input into the planning and implementation of practice management programs
- Integrates information from multiple sources to enable more efficient processes, enhanced analysis and/or streamlined reporting
- Focus is primarily on PMO; may have broader, enterprise-wide focus
- Exercises judgment to identify, diagnose, and solve problems within given rules
- Works independently on a range of complex tasks, which may include unique situations
- Broader work or accountabilities may be assigned as needed
Qualifications
- Typically between 4 - 6 years of relevant experience and post-secondary degree in related field of study or an equivalent combination of education and experience.
- In-depth knowledge and experience in Project Management and Controls Testing in a Financial Institution is preferred.
- Knowledge of project and risk management including both the waterfall and agile delivery methodologies.
- Industry Certification including a valid PMP designation is preferred.
- Ability to run data analytics in Excel and extrapolate meaningful analysis.
- Strong independent testing skills.
- Knowledge of testing methodologies.
- Knowledge of PBI, Clarity, Planview, Jira, ALM, Power Apps, Copilot and other emerging technologies
- Strong relationship building skills to work with key stakeholders at all levels of the organization.
- Ability to work independently under tight time constraints with minimal need for oversight and peer review to ensure adherence to the control framework.
- Ability to simultaneously manage multiple high priority priorities.
- Must be able to quickly grasp complex frameworks.
- Mastery of the Microsoft Suite of products and their reporting capabilities

$54,500.00 - $101,500.00SalariedThe above represents BMO Financial Group’s pay range and type.Salaries will vary based on factors such as location, skills, experience, education, and qualifications for the role, and may include a commission structure. Salaries for part-time roles will be pro-rated based on number of hours regularly worked.
