Within Service Alberta and Red Tape Reduction, the Procurement Services branch provides a leadership role for government departments in procuring goods and services. The Branch facilitates ministries in meeting essential and complex program goals, by leading or facilitating cost effective procurement in a fair and equitable manner, in alignment with national and international trade agreements and provincial legislation. 

Procurement Services is responsible for Government of Alberta corporate purchasing, warehousing services, surplus sales, inter-provincial trade, vendor relationship management, and category management. Part of the Procurement Services’ leadership role includes the development of training programs and templates to support the Government of Alberta in purchasing goods and services in support of delivering programs to Albertans.

Role Responsibilities

Are you an instructional designer who wants to lead the way in supporting, developing, and facilitating training? Are you ready to meet big challenges and learn more about how government operates? 

In this role, you will be responsible for assessing training needs, developing learning/e-learning materials, ensuring seamless integration with Learning Management Systems, and delivering engaging training sessions to enhance the capabilities of the program team members and stakeholders across the organization.

The Senior Training Specialist will use sound design principles to identify and define potential learning strategies and solutions. You will also work collaboratively with internal business partners and subject matter experts to help in the development, production, and delivery of learning solutions across independent, instructor-led and blended modalities that apply the concepts of adult learning and instructional design. 

As a Senior Training Specialist, you use your creative skills to develop learning solutions that are innovative and effective. You can create in a variety of modalities and others describe your approach as innovative, creative, and powerful at building capabilities. You also have a critical eye and can evaluate curated learning content and programming to assess it for suitability and effectiveness against learning and development objectives.
 

  • The current Procurement Training Program comprises eight courses that range in duration from 4 hours to two full business days. The courses are typically a slide show presentation and exercises that are delivered in a facilitated, online format. In this position, you will be required to work with subject matter experts to update and convert these training courses to self-serve, self-paced, interactive online delivery. The training courses and accreditations will be housed on 1GX, the Government of Alberta’s suite of online business applications. Enterprise resource planning, the Learning Management System (LMS), and other support solutions are accessed through 1GX.
  • In addition to the Procurement Training Program, there are various training materials to be developed in support of the Procurement Services Branch, including the Category Management program.


To be Successful in this position you will demonstrate:

  • Expertise in collaborating on cross-functional teams to meet critical, time-sensitive deadlines and communicating to diverse audiences.
  • Excellent interpersonal skills including listening, written and verbal communication, and conflict management.
  • Strong communication and presentation skills, with the ability to convey complex concepts in a clear and engaging manner through learning/e-learning mediums.
  • Understanding of accessibility for learners with disabilities.
  • Strong attention to detail and accuracy.
  • Proven competence developing and implementing large-scale training and development programs, using multiple resources and tools.
  • Experience in executing on systems training best practices.

Qualifications

Required: 

  • University graduation in a related field such as Adult Education, Instructional Design, Business Administration and four (4) years progressively responsible related experience OR
  • A Diploma in a related field and a minimum six (6) years of progressively responsible work experience 


Equivalency: Directly related education or experience considered on the basis of: 

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education. 


Assets:

  • Certification in Instructional Design.
  • Solid understanding of the principles of adult education. 
  • Demonstrated knowledge of training needs analyses and competency development frameworks.
  • Professional experience in learning and development.
  • Advanced level proficiency with MS Office Tools, Learning Management Systems (LMS), Articulate Suite, Canva Pro, Murph.AI, and other related training software to develop training resources. 
  • Experience with ERP systems and applications such as SAP, SuccessFactors, Ariba, Concur, Kyriba, OpenText. 
  • Knowledge of category management principles, procurement processes, and supply chain management concepts is advantageous.

  • There is one full time permanent position available. Standard hours of work are 36.35, Monday to Friday.
