The Driver, Carrier and Vehicle Services Branch is seeking a detail-oriented, client-focused NSC Program Specialist to support Alberta’s commercial carrier industry. As an NSC Program Specialist, you'll serve as the primary contact and subject matter expert for new and existing commercial carriers navigating Alberta’s regulatory framework. Reporting to the NSC Team Lead within the Carrier and Vehicle Programs Section, you will manage safety fitness certificate applications, guide carriers through the pre-entry process, and support Transportation Network Companies (TNCs). Your work ensures that only compliant, qualified operators are licensed, reinforcing the integrity of Alberta’s transportation safety framework and influencing future policy.
 

Your key responsibilities include:

• Managing the issuance and renewal of Safety Fitness Certificates (SFC) and pre-entry programs for commercial carriers
• Ensuring applications meet all regulatory and policy requirements through detailed verification
• Investigating potential chameleon carriers and identifying applicants with a history of non-compliance
• Issuing or updating safety ratings and conditions based on compliance history and program standards
• Processing amendment requests and maintaining accurate records across multiple systems
• Overseeing TNC program applications, ensuring full documentation and regulatory compliance
• Interpreting and communicating complex policies to stakeholders in accessible, plain language
• Supporting carriers in navigating online systems and resolving technical or procedural issues
• Monitoring trends, identifying system or policy gaps, and recommending improvements to enhance program delivery

Qualifications

Required:

• A high school diploma and a minimum of three (3) years of related experience. Equivalencies may be considered. 
• Cover letter detailing how your skills and experience align with the role's responsibilities, used to assess writing and communication skills.

Preferred:

• Demonstrated customer service experience
• Strong administrative skills, including accurate record-keeping, document processing, and data entry
• Experience in regulatory compliance, policy interpretation, or program administration
• Proven ability to work collaboratively in a team environment
• In-depth knowledge of the MOVES system

Equivalencies are:

• A related two-year diploma and a minimum of one (1) years of related experience; a related one-year certificate and a minimum of two (2) years of related experience; or a related university degree and no related experience.

Additional Position Details:

• We have two permanent, full-time positions available, working 36.25 hours per week, Monday to Friday (8:15 am - 4:30 pm).
• Location: Provincial Building, 4920 51 St, Red Deer, AB T4N 6K8
• This position is eligible for the Work from Home Hybrid – Please note that the incumbent must be fully on-boarded, trained, and performing satisfactorily in the role before participating in the Work from Home Hybrid.
