The Motor Vehicles and Registries Administration Branch is seeking an experienced Senior Policy Analyst to join our team! In this position you will research, consult, analyze, develop, and implement policy directives that are aligned with Service Alberta and Red Tape Reduction’s business plan objectives with specific emphasis on the motor vehicles program. You will succeed in this role if you have strong leadership, negotiation, and communication skills to lead strategic projects in the development of deliverables for new and existing programs/policies, engage with staff, and achieve positive outcomes. You will be proactive in addressing policy issues, adept at developing work plans, and capable of providing expert analysis to support decisions.
 

As a Senior Policy Analyst, you will be responsible for:

• Using project management methodologies to coordinate the creation and maintenance of operational policies, procedures and practices resulting from legislation, technology, and business operation changes.
• Collaborating with management to enable and advance policy decisions through briefings, discussion papers, business cases and cabinet reports. 
• Developing policy that meets and exceeds the changing needs of the business area and service delivery partners. 
• Monitoring trends and demonstrating political awareness so that you can make informed policy decisions and recommendations. 
• Negotiating deliverables under tight timelines with team members and program staff from across the department.

Qualifications

Requirements: 

• University graduation in a related field such as Political Science, Public Administration, Public Policy, Business Administration, or another related field. 
• 4 years progressively responsible related experience in areas such as:
  • Working in policy development in any level of government.
  • Working with and providing support to a large number of stakeholders.
  • Analyzing and interpreting legislation.
  • Policy development related to motor vehicles, registries, and or transportation.

Equivalency: Directly related education or experience considered on the basis of:

• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education. 

The following will be considered an asset:  

• Experience working in a registry office as a registry agent.
• Knowledge of Motor Vehicles legislation and regulations (i.e. Traffic Safety Act), business policies and procedures, user guides, manuals, and training materials.
• Working knowledge of the process by which legislation is enacted in Alberta.
• Experience leading and supporting multi-divisional strategic policy projects.
• Creating reports and other briefing materials meant to provide strategic insights for Cabinet.
• Working knowledge interpreting and implementing the Policy Cycle.
• Experience interacting and working with senior leadership (i.e. Assistant Deputy Ministers, and/or Deputy Ministers).

• There is one full time permanent position that reports 36.25 hours of work per week, Monday to Friday.
