Role Responsibilities

Step into a leadership role at the core of Alberta’s financial operations overseeing the reporting and accounting of more than $40 billion in investments and $100 billion in debt. As Manager, Investment and Debt Accounting Reporting, you’ll drive excellence in financial consolidation, transparency, and compliance across multiple public-sector portfolios.

Reporting to the Director of the Investment and Debt Accounting Group (IDAG) within Treasury Board and Finance, you will lead a team of professional accountants responsible for preparing high-quality, timely financial statements and disclosures for government debt, loan portfolios, investment and endowment funds, public service pension plans, and commercial enterprises. You will champion the implementation and maintenance of the Debt Derivatives Management System (DDMS/Quantum), ensure the integrity of accounting policies, and partner closely with the Office of the Auditor General to facilitate seamless audit cycles.

In this pivotal position, you will:
 

• Oversee Financial Reporting: Manage the preparation and review of working papers, reconciliations, and complex disclosures for debt (including foreign-currency and on-lending programs), endowment and investment funds, and pension-related schedules.
• Implement Systems and Processes: Lead the chart of accounts and rule configuration in DDMS/Quantum; streamline and document reporting workflows to minimize risk and enhance efficiency.
• Provide Accounting Policy Expertise: Interpret GAAP, PSAB, IFRS, and government-specific accounting frameworks; draft policy briefs and position papers on complex financial transactions and instrument treatments.
• Liaise with Auditors and Stakeholders: Coordinate with the OAG throughout audit engagements; collaborate with Treasury and Risk Management, AIMCo, the Office of the Controller, and internal systems teams to ensure completeness and accuracy.
• Lead and Develop Your Team: Supervise, coach, and mentor senior accountants; allocate resources, set performance objectives, and foster a culture of continuous improvement.

Qualifications

Bachelor’s degree in Commerce, Finance, Accounting, or a related discipline; a professional accounting designation (CPA–CA, CPA–CMA, or CPA–CGA); plus a minimum of four years of progressively responsible experience in complex financial reporting and accounting; demonstrated expertise in public-sector accounting frameworks (PSAB, IFRS, pension standards); proven experience with large investment and debt portfolios, including derivatives and foreign-currency transactions; and working knowledge of ERP and financial systems.

Assets
 

• In-depth understanding of Treasury Board Directives, Financial Administration Act, and related legislation
• Experience liaising with the Office of the Auditor General and external auditors
• Strong project management skills, particularly in system implementations and process re-engineering
• Excellent communication and stakeholder management abilities, with a track record of consensus-building
• Proficiency in Microsoft 365 (Teams, OneDrive, SharePoint) and financial reporting tools
• Demonstrated leadership aptitude in supervising and developing high-performing teams

This position is a permanent, full-time position working 36.25 hours per week, Monday to Friday.
