The Canadian Air Transport Security Authority (CATSA) has 1 (one) exciting fixed-term opportunity up to July 27, 2026 within the Operations  branch at the CATSA Headquarters.

Summary of responsibilities:

The Senior Advisor, Program Innovation is responsible for managing various technology and innovative process change projects relating to passenger and baggage screening.  The incumbent will also provide project management guidance to others within the branch. The Senior Advisor, Program Innovation performs all other duties and responsibilities related to the position as required.

What you need to succeed
To qualify for the position, you must have:

  •         Graduation from a recognized college or university with a specialization in Operations Research, Operations Management, Commerce, Business Administration, Public Administration, or another specialty relevant to the duties of the position.

  •         A minimum of five (5) years of project management experience, including project planning, activity coordination, status reporting, and contingency planning.

  •         Experience communicating with business users and understanding / addressing business / project issues.

  •         Experience providing updates and recommendations to senior management and resolving conflict between project stakeholders.

  •         Knowledge of analytical tools, threat and risk assessments, problem-solving and decision-making methodologies.

  •         Ability to analyze operational performance data in order to recommend the best courses of action;

  •         Knowledge of project management tools and methodologies.

This position is best suited to individuals with the following skills and abilities:

  •         Ability to work effectively under pressure and adapt to changing priorities.

  •         Ability to plan and manage multiple concurrent projects.

  •         Ability to communicate effectively orally and in writing.

  •         Ability to synthesize, write, and work with complex documents including project charters, business cases and feasibility studies.

  •         Ability to develop data collection and performance measurement plans.

  •         Ability to use negotiation skills in order to obtain resources required to achieve objectives.

  •         Ability to work in a team environment.

  •         Proficient computer skills.

  •         Ability to troubleshoot methodically and provide recommendations.

  •         Flexibility and adaptability.

Valuable skills include:

  •         Certification in Project Management (e.g., PMP, PRINCE2).

  •         Knowledge of CATSA's mandate and priorities, as well as an awareness of relevant legislation impacting CATSA.

  •         Experience identifying resource requirements, developing statements of work, initiating contracts for the provision of professional services and/or hardware/software, tracking project budgets and resources, and delivering status reports and metrics.

Specific work requirements:

  •         Ability to work overtime as required;

  •         Ability to travel as required

  •         Language Profile: BBBB;

  •         Ability to obtain and maintain a Secret security clearance; and

  •         Be a Canadian citizen or permanent resident.
