About This Role

What we are looking for:

In this unique and critical role, we are seeking an autonomous leader and subject matter expert in government compliance to join our Corporate Finance/Price Team to support the Defense and Security Business Unit. You will be supporting government, financial, commercial, and internal compliance of cost and prices in bids and proposals.

Responsibilities:

  • Build and keep current knowledge and application of the government procurement policies and cost accounting principles in Canada and other countries where we are doing business. (Ie: Canada: 1031.2 Cost Principles, US: FAR Part 15.).
  • Lead and Support:
  • Government cost & price audits.
  • Annual rate negotiations with the Canadian Government.
  • Customer cost and price fact-finding inquiries.
  • Support the commercialization of products.
  • Internal Control documentation and sensitive data governance.
  • Transfer Pricing Analysis for intercompany transactions.
  • Cashflow analysis and tracking.
  • Support the financial modeling of business cases.
  • Ensure cost and price data, tools and methodologies are adequate, substantiated, and supportable.
  • Interact with functional different groups (Proposals, Tax, Treasury, Internal Audit, Corporate Finance) as required to fulfil mandate.
  • Review all contract clauses for commercial/financial documents and make recommendations such that CAE's financial risk is minimized, and customer's requirements are met.

Requirements:

  • University degree in finances, administration or other with supporting experience.  CPA an asset
  • Minimum 8 – 12 years of experience in accounting and/or corporate finance.
  • Knowledge of and experience in the Canadian and US Government procurement regulations (Ie: Canada: 1031.2 Cost Principles, US: FAR Part 15 etc.) an asset and preferred.
  • Capability of obtaining a Canadian Security & Controlled Goods clearance (mandatory).
  • Experience in project cost accounting an asset.
  • Relevant experience and knowledge in accounting regulations (IFRS) & financial principles would be an asset.
  • Possess strong leadership and critical thinking skills.
  • Excellent analytical, organizational, communication and interpersonal skills is required.
  • Ability to effectively communicate diplomatically with government agencies and upper management.
  • High performer in a fast-paced dynamic environment.
  • Proficiency with MS Office tools.
  • Bilingual – English and French.
