Role Responsibilities


Reporting to the Executive Director, Driver, Carrier & Vehicle Services, this position helps to ensure a safe and efficient transportation system to support Alberta's economic, social and environmental vitality though the effective operation of key programs. This role is accountable for provincial activities related to managing industry authorizations, approvals and licences for the commercial carrier industry, rail industry, and vehicle inspection industry. The Director has overall accountability for the implementation of various National Safety Code standards and the department's vehicle standards authority in the operation and development of vehicle safety programs, standards, and safety regulations. The Director oversees projects involving government, industry and public stakeholders that have complex regulatory and policy implications. This role directs the units' active participation in provincial, national, and international committees dealing with vehicle safety, special transportation requirements and vehicle issues. 


The position requires in-depth knowledge of transportation-related statutes and regulations as well as the ability to identify legislative gaps and an understanding of the policy/legislative process to address them.


To be effective in this role, the incumbent must have a thorough understanding of all aspects of the National Safety Code standards (16) and how they are implemented in Alberta and have a detailed understanding of vehicle inspection processes.
 

Responsibilities include:
 

  • Leading the department's vehicle standards authority in the operation and development of vehicle programs, standards, wehicle status identification and safety regulations.
  • Review and approval of new and innovative commercial vehicle designs for conformance to the department's standards.
  • Leading the effective and efficient transportation system through administration of Alberta's Safety Fitness Certificate (SFC) program in accordance with both federal and provincial legislation.
  • Leading the effective and efficient delivery of mandatory inspection programs through the licensing of facilities and technicians.
  • Ensuring effective and efficient delivery of operating authorities for the provincial rail program in Alberta.
  • Contributing to the identification and achievement of branch business goals and priorities.

Qualifications


Required:
 

  • University degree in a field related to the position assignment (preference given to candidates with a JD or LL. B.) supplemented by seven years related experience, including experience working within a complex legislative and regulatory framework.


Equivalency:
 

  • Related experience or education may be considered as an equivalency on a one for one basis. 


The successful candidate must also have: 
 

  • Demonstrated experience overseeing projects involving government, industry and public stakeholders that have complex regulatory and policy implications.
  • Experience in the commercial carrier industry.
  • Knowledge of National Safety Code standards and how they are implemented in Alberta
  • Thorough understanding of the vehicle inspection process.
  • The ability to interpret and apply legislation to a program area.
  • Understanding of the legislative process at all its stages, including the creation and amendment of statutes and regulations.
