Role Responsibilities

The Ministry of Arts, Culture and Status of Women has an exciting opportunity for you to join our team as the Manager, Alberta Media Fund and Financial Operations.

This is an exciting opportunity to make a significant impact on Alberta’s cultural industries by leading key initiatives that support creativity, innovation, and economic growth and provide financial analysis, support and advice to the Alberta Media Fund grants unit and oversee the administration of the compliance and quality assurance program. You will work in a dynamic environment, collaborating with industry experts, government bodies, and stakeholders to shape the future of cultural funding in Alberta.

We are seeking an experienced and dynamic individual to lead the administration, development, and financial operations of the Alberta Media Fund. Reporting to the Executive Director and Film Commissioner, the Manager will oversee multiple grant streams, ensure compliance with legislative and policy requirements, and provide strategic leadership in program delivery. This role will manage a team grants consultants and finance professionals and work closely with key internal and external stakeholders, contributing to the growth, sustainability, and competitiveness of Alberta’s cultural industries.

Key Responsibilities:

Program Administration and Delivery

  • Lead the administration of multiple grant programs, ensuring efficient management and compliance with policies and Ministry goals.
  • Provide advisory services to applicants and oversee the evaluation of grant applications.
  • Manage program budgets and ensure effective fund allocation.
  • Collaborate with legal counsel and senior management on high-risk files.


Program Development and Implementation

  • Design and implement new grant programs aligned with Ministry and industry plans.
  • Anticipate and introduce program enhancements based on stakeholder feedback.


Financial Operations and Controls

  • Oversee financial systems and processes, ensuring compliance with legislation and internal guidelines.
  • Manage audits, reconciliations, and financial reporting.


Stakeholder Engagement and Strategic Advice

  • Engage with stakeholders to provide expertise on trends, funding policies, and program development.
  • Provide strategic advice to senior leadership on industry issues and future program direction.


Team Leadership and Development

  • Lead a team, ensuring clear goals, performance standards, and continuous skill development.
  • Manage human, financial, and technical resources to meet program objectives.


Program Policy, Evaluation, and Compliance

  • Develop and review operational policies, ensuring alignment with evolving industry needs.
  • Ensure compliance with Auditor General guidelines and timely resolution of politically sensitive issues.


Budget Management and Reporting

  • Oversee program and branch budgets, ensuring alignment with fiscal policies and transparency in reporting.

  • Drive for Results: You strive for accuracy in every step of the compliance process. In reviewing grant files as part of ongoing quality assurance you make appropriate arrangements to recover grant funding in instances of non-compliance with guidelines and the grant agreement.
  • Agility: Knowing no two clients are the same, you have the ability to be agile and shirt your approach providing each client with a customized experience to meet their needs.

Qualifications

Education: Post-secondary degree in finance, accounting, or a related field.
Certification: Valid Canadian professional accounting designation (CPA, CGA, CMA, CA) is an asset.
Experience: Minimum of 4 years of management experience in financial reporting, analysis, planning, and costing. Experience in cultural industries or government grant management is an asset.

Skills:

  • Proven leadership in managing teams and complex financial operations.
  • Strong knowledge of cultural industries, funding policies, and governance frameworks.
  • Expertise in working with government agencies, stakeholders, and financial controls.
  • Advanced problem-solving, strategic thinking, and communication skills.
  • Familiarity with relevant legislation, policies, and program development processes.


The following knowledge or experiences are considered as assets:

  • Experience leading complex teams.
  • Knowledge of the Government of Alberta's applicable legislation (e.g., Financial Administration Act, Fiscal Planning and Transparency Act, Government Organizational Act, and Alberta Public Agencies Act).
  • Knowledge of and ability to apply Generally Accepted Accounting Principles and Public Sector Accounting Standards.
  • Experience in identifying and resolving risks associated with grant programs.
  • Experience in analyzing and interpreting complex financial statements, reports and information.

This is a permanent full-time position working 36.25 hours per week, Monday to Friday. 

This position is currently based in Edmonton, AB.
