Communications and Public Engagement (CPE) is the Government of Alberta’s full-service communications, public relations and marketing agency.

CPE provides planning, execution and measurement of communications efforts. Its expert staff provides specialized services across the spectrum of communications and marketing from research, design, writing and social media, to event coordination, issues management, digital communications, advertising and public consultation. Role Responsibilities

If so, we have an exciting opportunity for you! We are looking for a dedicated Public Engagement Specialist to join our team and lead impactful public engagement initiatives across various ministries.

Key Responsibilities:

 

1.    Strategic Leadership & Advice:
 

  • Provide strategic advice and analysis to support public and stakeholder engagement activities.
  • Work closely with project managers and government staff to design and evaluate effective engagement plans.
  • Ensure alignment of engagement strategies with government mandates and priorities.
     

2.    Project Management:
 

  • Facilitate and implement various stakeholder engagement activities, including Telephone Town Halls, in-person, hybrid, and online events.
  • Analyze project plans and reports to assess stakeholder impact and engagement needs.
  • Generate and contribute to bi-weekly and quarterly engagement reports.
     

3.    Vendor Management:
 

  • Lead the CPE's list of pre-qualified engagement vendors, ensuring clear communication of project requirements and timelines.
  • Evaluate vendor performance and maintain detailed records of interactions and agreements.
  • Promote the vendor list internally and ensure awareness across ministries.
     

4.    Digital Engagement Leadership:
 

  • Customize digital public engagement processes to meet diverse client and stakeholder needs.
  • Collaborate with website development and user experience teams to maintain high standards of web accessibility and content strategy.
  • Identify and implement continuous improvements for the digital public engagement platform.
     

5.    Professional Networking & Development:
 

  • Stay current with best practices and technological advances in stakeholder engagement.
  • Establish networks with key engagement collaborators and practitioners to exchange knowledge and resources.

Agility: The Public Engagement Specialist will need to be flexible and adaptable to different techniques and engagement facilitation strategies based on the outcomes desired.

Creative Problem Solving: The Specialist will need to be a strong collaborators who will work well in cross-functional teams. They understand the importance of communication, transparency, and feedback in achieving shared goals, and they actively contribute to a culture of collaboration and continuous improvement.

Drive for Results: The Public Engagement Specialist is required to produce high quality deliverables in a timely basis and be accountable and responsible for their work. The Specialist may be working on project teams and may need to delegate tasks in order to ensure deadlines for deliverables are met. The deliverables of this position are highly visible to a public audience and will be under extreme scrutiny where accuracy of information is essential.

Build Collaborative Environments: Facilitate the review of engagement designs and consultation processes with the appreciation of how different stakeholders hold unique perspectives and may view the information differently.

Develop Networks: Establish and maintain a strong network of contacts within CPE, other ministries, with external stakeholders and vendors.

Qualifications

University graduation in a related field plus 4 years progressively responsible related experience; or equivalent as described below.

Equivalency: Directly related education or experience considered on the basis of:

 

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education


Assets: 
 

  • Proven experience in public engagement, stakeholder consultation, and project management.
  • Strong understanding of public engagement theory, methods, and best practices.
  • Excellent analytical, facilitation, and leadership skills.
  • Advanced knowledge of public participation theory and practice (IAP2 certification preferred).  
  • Advanced knowledge of community and stakeholder relations.  
  • Project management knowledge supplemented with several years of demonstrable experience.  
  • Experience cultivating and leveraging strategic partnerships (internal and external). 
  • Experience planning, implementing, delivering, and evaluating complex strategies, programs and projects.  
  • Knowledge of the relationship between public engagement and decision making.

Hours of Work: 36.25/week

Location: Edmonton/Calgary, Alberta

As a part of the recruitment process, candidates may be invited to complete a written assessment.

Flexibility to support or manage engagement initiatives may include occasional evenings and weekends.
