Role Responsibilities

Are you passionate about Early Childhood Education and Development? If so, we have an opportunity for you! The Child Care Delivery and Preventive Family Services Division is currently hiring a Licensing Officer to join the Child Care Connect team. 

The Child Care Connect team is responsible for providing support to Albertans and Childcare programs across the province with consistent messaging and information. 
Licensing Officers focus on being able to gather balanced information through questioning approach and critically assessing that information to determine what referrals need to be made, what information may still be required and determined next steps. 

Putting your well-honed assessment skills to the test you will use your knowledge and critical thinking skills to tirage intake calls and make recommendations regarding licenses and to determine enforcement actions for facilities while working with considerable independence. 

Licensing Officers collaborate with child care programs to enhance knowledge, provide resources and promote understanding of the Early Learning and Child Care Act and Early Learning and Child Care Regulation. Duties are carried out in a respectful, consistent, collaborative and transparent manner following the Guiding Principles with the goal of best outcomes for children and families in our Province while supporting programs to build capacity in delivering inclusive quality child care.  

In determining compliance Licensing Officers take a strength-based approach to assess programs, investigate complaints and incidents, and establish if compliance to the Act and Regulations are met. When non­compliance is identified, Licensing Officers evaluate the level of risk to children and issue appropriate enforcement actions. Licensing Officers are responsible for the completion of all required and corresponding documentation while ensuring all information is accurately updated into the Child Care Information System.

Qualifications

Education 

  • Related University degree and 2 years related experience in child care and leadership role or the equivalency of a related diploma and 3 years related experience in child care and leadership role; or related certificate and 4 years related experience in child care and leadership role.
  • First Aid certification 
  • Successful applicants must also have a valid Alberta Drivers Licence and access to reliable vehicle, as the role requires travel. 


Experience 

  • In depth knowledge of Early Learning and Child Care Act and Regulation, Early Learning and Child Care Policy and Procedures Manual and any relevant legislation that may apply to the licensing, monitoring, approval and operations of child care programs
  • Conflict Resolution and Collaboration: skilled in mediation, negotiation, crisis management, and consultation in complex and politically sensitive situations
  • De-Escalation Proficiency: profound knowledge and practical application of de-escalation strategies to effectively manage tense situations and ensure personal safety
  • Critical Thinking and Decision Making: strong assessment skills with the ability to provide effective solutions to difficult situations
  • Communication and public relations: strong written and verbal communication skills to respond to concerns, request appropriate information, and participate in court procedures as needed 
  • Analytical Expertise: proficient in assessing and improving child care programs through data-driven analysis 
  • Leadership and Change Management: proven ability to lead, motivate, and influence teams 
  • Knowledge of current child development research.

Notes

There is one temporary position for 36.25 hours per week. 

Role Requirements:

  • You carry a valid Class 5 Driver's License and access to a reliable vehicle.
  • Flexibility to travel within assigned location and surrounding areas is required. As this is a North position, there is significant travel requirements, including overnight trips.
  • Successful applicants who possess a BSW, MSW, or Diploma in Social Work from an Alberta College will be required to maintain registration with the Alberta College of   Social Workers.
  • The final candidate for this position will undergo an academic check, intervention record check and provide a suitable security screening. We will accept Criminal Records Check (CRC) that includes Vulnerable Sector that have been completed within the last 6 months.
