Alberta is the only jurisdiction in North America where public registry services are completely offered through a network of individually owned private agencies. There are more than 210 registry agent locations where Albertans can access registry services. These registry agent locations vary significantly in size, transactional volumes, and number of employees. Registry services include Motor Vehicles, Vital Statistics, Corporate Registration, Land Titles, Personal Property Registrations and Alberta Health Care Insurance Plan and Alberta Organ and Tissue Donor Registry registrations and services. They are committed in providing consistent, high quality service to Albertans while ensuring personal information is safeguarded through a private registry delivery system is unique and complex.

Role Responsibilities

Are you passionate about improving processes, evaluating program effectiveness, and ensuring compliance within regulatory frameworks? Do you have experience in analyzing and interpreting data, to make recommendations to drive informed decision making? Then the Senior Business Analyst & Planning Advisor role is for you! 

Reporting to the Director, Registries Administration and Accountability, the role of Senior Business Analyst will be responsible for, but not limited to: 

  • Strategic initiatives related to governance and oversight, including, evaluating, implementing policies and procedures related to service delivery in a regulated environment. 
  • Operational analysis analyzing operational trends, identifying issues and recommending actionable solutions to improve delivery of services in a complex regulatory and compliance environment. 
  • Process improvement and documentation, creating process maps, workflows and identifying opportunities for operational efficiencies using lean six sigma or similar methodologies. 
  • Data analysis, design, and reporting, using data analytic tools to evaluate operational performance, identify trends and provide insights.
  • Drafting various briefing material, such as, action requests, briefing notes, white papers, jurisdictional scans that are tailored to leadership, internal and external stakeholders.
  • Policy evaluation and monitoring, assessing the impact of policies, post-implementation, identifying gaps and recommending refinements to achieve strategic goals. 
  • Data governance and integrity, by ensuring the accuracy, integrity and security of data, including financial data, used for operational analysis and reporting in compliance within a regulatory framework. 
  • Agility and initiative to manage competing priorities, meet narrow deadlines and thrive in a dynamic environment, while maintaining high-quality outputs. 


The incumbent is expected to have :

  • Exceptional verbal and written communication to prepare reports, presentation and briefing materials for stakeholders at all levels. 
  • Consultation, interpersonal, and facilitation skills to consult, negotiate, and resolve conflict with stakeholders often having varying perspectives, expectations, requirements, and priorities.

Qualifications

University graduation in Business, Finance or any other related field plus 4 years progressively responsible related experience in business analysis in a data-driven or operational environment. 

Equivalencies may be considered: Directly related education or experience considered on the basis of: 

  • 1 year of education for 1 year of experience; or 
  • 1 year of experience for 1 year of education. 


The successful candidate will have analytical and research skills to perform in-depth research and analysis to develop actionable recommendations. 


Knowledge in the following area will be considered as assets:

  • Project management experience. 
  • Policy and Compliance knowledge. 
  • Policy building experience in relation to government's legislative and policy development processes.
  • Business process re-engineering and new complex processes development experience.
  • Stakeholder management.
  • Expertise in designing automated reporting tools or systems.
  • Lean Six Sigma or other process improvement certifications. 
  • Knowledge of financial planning, management and reporting.
  • Registries administration legislation, regulations, business processes, procedures, and training requirements.
  • Knowledge of Government and Ministry programs, policies and business functions in order to fully comprehend business requirements and underlying legislation and policy links.
  • Outcome modelling and strategic planning methodologies.

Notes

There is one permanent full-time position available, located in the Brownlee Building in Edmonton. 

Hours of work:

  • 36.25 hours per week, Monday to Friday.
