The Justice Supports (JS) branch provides supports to the justice system and its participants through the centralization of subject matter expertise in community justice initiatives, legal aid governance and policy, Indigenous policy and services, official documents and appointments, and Alberta Law Libraries (ALL).

Role Responsibilities

Reporting to the Director of Legal Aid and Grants, the Legal Aid Analyst will be responsible for the ongoing review of applicable legislation, policies, and practices to ensure legal aid service provision meets the needs of clients, aligns with justice system and Ministry mandates, and complies with provincial and federal agreements about the provision of Alberta’s legal aid plan.  The analyst will provide advice and guidance to management and support the ongoing administration of Alberta’s Legal Aid plan through the funding provided to Legal Aid Alberta (LAA). 

Legal Aid Alberta provides eligible Albertans legal representation and support services in the following areas: adult and youth criminal law, family law and child protection, Emergency Protection Orders and domestic violence, immigration and refugee law, adult guardianship and trusteeship, and duty counsel services (legal advice at Court).

The Legal Aid Analyst will be responsible for the following duties:

  • Provide research and advice, identify, and synthesize issues, develop integrated responses and recommendations to provide policy advice and program support to improve Alberta's legal aid plan, in relation to the larger justice system.
  • Support the management and administration of the Legal Aid Governance Agreement to maximize benefits for Albertans.
  • Develop collaborative relationships with key justice system stakeholders, to support the effective oversight of legal aid funding by monitoring ongoing service delivery initiatives, reviewing reports, and working to develop a performance measurement framework. 
  • Review and assess LAA submissions and reports to government, to ensure funded services comply with provincial and federal agreements, expected reporting requirements, and meet anticipated outcomes. 
  • Develop and maintain ongoing and productive relationships both internally and externally to support the effective oversight of Alberta’s legal aid plan.

  • Ability to analyze complex issues and synthesize findings to identify actions and solutions. 
  • Ability to synthesize large amounts of information/data effectively. 
  • Knowledge of ministry strategic business plans goals and policy direction as it relates to Legal Aid as well as mandates, programs.
  • An ability to interact with a diverse group of stakeholders, both internal and external to the government.

Qualifications

University graduation in a related field plus 4 years progressively responsible related experience. 

Equivalencies may be considered:
PhD and a minimum of one (1) year related experience, Master’s and a minimum of two (2) years related experience, Diploma and a minimum of six (6) years related experience, Certificate and a minimum of seven (7) years related experience, No education and a minimum of eight (8) years related experience.

Required:

  • Please outline how your education and experience relates to the qualifications in detail in your cover letter.  Applications without a cover letter, will not be considered. 
  • Experience in policy analysis, development, and application.
  • Experience synthesizing and analyzing data and research to produce policy advice. 
  • Experience filtering, sorting data, and analyzing reporting to prepare complex reports, synthesize key trends and advise on the impacts of those to ministry senior leadership. 


Assets:

  • Experience and knowledge working within the justice system and/or law courts.  
  • Experience working collaboratively with multiple diverse stakeholders to achieve shared outcomes. 
  • Experience drafting briefing notes and policy advice within the public service (municipal, provincial and/or federal).  


Candidates with lesser qualifications may be considered at a lower classification and salary.

Notes

Hours of work:  Monday – Friday, 8:15 am - 4:30 pm (36.25/week)

Positions currently available: One (1) permanent position 

Location: Oxbridge Place, 9820 – 106 Street, Edmonton, Alberta T5K 2J6 is where the unit is located however other Government of Alberta worksite locations would be considered.
