The SCSS Modernization Office is responsible for the modernization and digital re-engineering of SCSS programs to deliver simpler, faster and more cost-effective services that better meet the needs of Albertans, staff, service delivery partners and others. The office is an integral part of the SCSS Digital Transformation. 

 

This Modernization Office position focuses on digital transformation for the Office of the Public Guardian and Trustee (OPGT). Role Responsibilities

As the Digital Solutions Analyst, you will be reporting to the Director, OPGT Service Delivery, and will be a key resource in the mandate of the SCSS Modernization Office with operational responsibility for implementing digital services. You will work day to day with the Digital Product Owner and product teams focusing on innovation and developing digital services to meet specific business and user needs within OPGT including contributing to systems that support complex financial processes (e.g., financial and client case management system). 

Key responsibilities of the Digital Solutions Analyst: 

  • Profile and document current operational and financial processes and procedures through artifacts including process maps.
  • Identify and document key business rules, drivers, strategies and requirements that affect service delivery. 
  • Document and model future state processes.
  • Identify organizational and business process impacts.
  • Provide analytical and business support to projects in the form of research, statistical, financial and business analysis, business and IT planning, feasibility studies, requirements analysis, and business case development.
  • Coordinate the development and implementation of implementation plans, communications plans for projects. 
  • Develop training strategies, plans and materials.
  • Design, develop and deliver quality presentations to multiple user groups and audiences. 
  • Facilitate change management activities to ready users for the new business processes and tools.
     

You will work in a complex environment including the Modernization Office branch within the Strategic Services division, the Office of Public Guardian and Trustee, partnering divisions and Technology and Innovation and must build effective relationships to be successful in delivering new digital services that meet user and business area needs.

Qualifications

Requirements: 
A University degree in related field (e.g. information technology, business administration, public administration, social sciences, business, economics, finance), plus 2 years progressively responsible related experience. Equivalency of directly related education or experience considered on the basis of 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.

  • Demonstrated knowledge in systems thinking 
  • Experience in change management, systems development and information methodologies
  • Strong knowledge and experience in accounting, financial processes and associated financial systems.  
  • Experience in project planning with the ability to function under pressure on several projects simultaneously to meet deadlines
  • Experience in facilitating and leading workshops 
  • Ability to research issues accurately to identify and solve problems


Assets:  

  • Strong analytical skills, data interpretation and problem-solving skills. 
  • Knowledge and experience with customer relationship management systems and financial operations systems (e.g., Microsoft Dynamics). 
  • Track record in agile methodology within a digital team environment. 
  • Demonstrated competencies in participating in project teams including business areas and technical resource. 
  • Depth and breadth of knowledge of SCSS programs, services, service delivery mechanisms and Information Technology systems. 
  • Excellent interpersonal and communication skills.
  • Strong presentation skills.
  • Strong MS Office, Visio, SharePoint software skills, including MS Project.
  • Experience understanding and interpreting legislation.

The hours of work are 36.25 hours per week, Monday to Friday
