Your Opportunity

The Construction Quality Senior Civil Engineer will plan, manage, supervise, and perform quality assurance and/or quality control (QA/QC) for civil construction projects. The position will be based at one of our Québec, Canada offices, but will require long-term assignments at construction sites.

Your Key Responsibilities

  • Prepare project construction quality management plans (CQMP).

  • Identify and support hiring of project construction quality staff.

  • Implement the project CQMP on site.

  • Review and understand civil construction plans and specifications.

  • Review and understand construction quality procedures and documents.

  • Coordinate with other QA/QC staff on site.

  • Supervise and mentor junior construction QA/QC engineers and inspectors and review their work.

  • Review contractor's submittals, RFIs, and substitution request with respect to quality.

  • Participate in pre-activity meetings and follow on quality meetings.

  • When performing QC, observe and document contractor’s compliance with contract documents.

  • When performing QA, observe and document QC entity’s compliance with project quality processes and procedures.

  • Enforce quality hold points.

  • Coordinate, observe, and document QA/QC testing.

  • Review QA/QC test results.Establish, track and report on trends for key QA/QC testing metrics.

  • Identify, resolve, and document resolution of quality issues in the field.

  • Identify and document deficiencies and non-conformances as well as their resolution.

  • Prepare daily reports documenting construction progress and QA/QC activities and issues.

  • Observe and document condition of civil materials arriving on site.

  • Observe and document processing and placement of civil materials on site.

  • Present QA/QC updates at project meetings with owner, contractor and engineer.

  • Evaluate and recommend improvements to quality activities to the project manager or resident engineer.

  • Participate in substantial and final completion inspections and resolution of punch list items.

  • Attend required training.

  • Perform other construction quality activities as requested.

Qualifications

  • Work in a safe manner in compliance with the project safety plans.

  • Travel to and work at construction projects will be up to 90% of the time.

  • Able to travel to, and work at, remote construction sites, including outside of Canada.

  • Able to climb steep slopes, steps, ladders, and scaffolding.

  • Able to walk on rough terrain, and work in inclement weather.

Your Capabilities and Credentials

  • Progressive responsibility and clear understanding of construction quality management principles.

  • Experience with civil construction materials including roller compacted concrete, conventional reinforced concrete, hydraulic asphaltic concrete, grout, compacted soil, and rockfill.

  • Basic technical knowledge of the heavy construction methods and techniques of water resource infrastructure projects (dams, dykes, pipelines, canals, water/wastewater treatment, etc.); roads, drainage and other projects; storm water management, and of inspection methods used in reviewing such work.

  • Basic knowledge of the principles and practices, including related calculations and formulas, of civil engineering.

  • Ability to review construction documents, designs, and proposals for costs, design requirements, and compliance with applicable standards, guidelines, and provincial and federal requirements.

  • Strong oral and written communication skills; ability to express ideas clearly and concisely, orally and in writing to diverse audiences of stakeholders.

  • Fluent in both the French and English languages.

  • Personal accountability including teamwork and establishing and maintaining positive relationships with a diverse community of internal and external stakeholders.

  • Ability to effectively manage competing priorities.

Education and Experience

  • Master’s Degree in Civil or in Geological Engineering from an accredited university.

  • Bachelor’s Degree in Civil or in Geological Engineering from an accredited university.

  • Minimum of 20 years of experience working with heavy civil construction in a quality management role.

  • Canadian P Eng not required but would be considered favorably.
